“艾滋基金”筹集大半年才筹到一半

昨天，浙江省性病艾滋病防治协会（下简称省艾协）的工作人员总算稍微松了口气。
从去年12月1日世界艾滋病日开始，省艾协就在筹划着建立“艾滋病防治基金”，以帮助那些最需要社会关爱的艾滋孤儿和贫困的艾滋病感染者及病人。按照规定，艾滋基金的注册资金需要50万元才能启动。但经过大半年的洽谈与沟通，直到昨天才有一家企业愿意捐助25万元。
一听与艾滋病有关

“我们是在去年年底时向社会公布准备成立‘艾滋病防治基金’的，事实上，筹款的工作从去年八九月份就已经忙活起来。”说起筹资过程，省艾协副秘书长傅家康深有感触，这一年来，仅他一个人，就不知跑了多少家企业，打了多少个电话。
“社会对艾滋病感染者和病人的偏见很严重。”傅家康说，人们一听说艾滋病人，总认为他们是生活作风堕落、咎由自取的群体，殊不知，大部分人群是无辜的被感染者，艾滋感染人群早已从高危人群蔓延到普通人群，成为危害人类社会健康发展的重大问题之一。艾滋人群中，经济困难的家庭非常多，尤其是艾滋孤儿，非常需要社会帮助。“不少企业认为，如果他们出钱去帮助这些人，会给企业带来负面影响。”
浙江省卫生厅副巡视员、省性病艾滋病防治协会副会长兼秘书长郑伟举了一个简单的例子：“有一次，我通过朋友介绍给一家企业老总打电话，起初对方很热情，表示很支持慈善事业。但一听说我们的基金跟艾滋病有关，他的态度马上来了个180度大转弯，随即匆匆挂掉电话。”

昨天，在全省艾滋病性病临床诊治暨规范化性病门诊建设培训班上课前，金华寿仙谷药业有限公司常务副总经理孙科、浙江省卫生厅副厅长叶真代表艾滋基金的捐赠和受赠双方，举行了一个简单的捐赠仪式。
寿仙谷这次的行为，让省艾协很感动。
“不论是艾滋孤儿，还是艾滋病人，他们本身就处于社会的角落，且经济能力不足，非常需要社会的帮助。”孙总觉得，寿仙谷在全省药企中的规模和整体实力只能算是中等，光靠他们一家企业的出力也只是杯水车薪，希望他们的举动能唤起更多人对艾滋慈善事业的关心。
为了能早点给艾滋孤儿和贫困艾滋病人提供切切实实的帮助，郑伟表示：“无论如何，我们希望在今年年底能启动艾滋基金，现在启动资金还差25万元，希望有更多的爱心企业能伸出援手。”
但由于“郭美美”、“卢美美”等事件发生后，很多人对各种慈善基金的资金去向或多或少有些担忧。
“我们主要资助两大类人，一类是通过母婴传播被感染的小朋友和艾滋孤儿，另一类是贫困的艾滋病患者。”郑伟说，前者是救助的重点对象，现在已经开始在全省摸底调查；后者虽然有免费的治疗，但他们没办法工作，生活依然困难，更不用说艾滋病人需要营养的补充。
他保证每笔善款的费用都会具体落实到艾滋孤儿、年幼的艾滋儿童和贫困艾滋病人，并向他们说明捐助的企业和个人，邀请本报记者全程监督。
