The new strategy will focus on the following three areas: HIV prevention and inspection, high-risk groups and high-risk areas. This new strategy requires EU member states authorities and non-governmental institutions and other related areas to enhance public awareness, especially for young people and from high-incidence countries, immigration advocacy, to enhance their HIV prevention, screening and treatment, etc. knowledge; to improve the high-risk groups for AIDS policy, to respect the human rights group, opposes any form of prejudice and discrimination.
According to EU statistics, the EU's 40 percent of new AIDS patients were male homosexual group, 30 percent of patients did not know that they have contracted the disease; EU neighboring countries, 70 percent of new AIDS patients are immigrants from high incidence of AIDS, or intravenous drug , of whom 70% of patients had contracted the virus do not know.
