国家防治艾滋病工作联合督导组来鄂市督导检查工作

7月13日至14日，由国家食品药品监管局副局长吴浈率领的国家防治艾滋病工作联合督导组一行，在自治区卫生厅、公安厅等有关部门的陪同下，就鄂市艾滋病防治工作进行督导检查。副市长曹至琛及鄂市相关部门负责人陪同督导检查。
督导组一行听取了鄂市艾滋病防治工作情况的汇报。副市长曹至琛出席汇报会并讲话。他说，近年来，市委、市政府把艾滋病防治工作作为一件关系经济发展、社会稳定、国家安全和民族兴衰的大事，作为一项长期、艰巨而又紧迫的任务来抓。按照预防和宣传教育为主，标本兼治、综合治理的方针和原则，全市各级、各部门结合各自的职责分工，积极开展艾滋病防治工作，同时动员全社会关心和支持艾滋病预防和控制工作。目前，鄂市的艾滋病防治工作已经形成了政府主导、多部门合作、全社会共同参与的良好局面。
据了解，鄂市认真落实国家提出的“四免一关怀”政策，即自愿免费艾滋病检测；对艾滋病患者和符合条件的感染者实行免费抗病毒治疗；对孕妇实施免费艾滋病咨询、筛查和抗病毒药物治疗；将生活困难的艾滋病患者及其家庭纳入政府救助范围。在卫生、公安、计生、宣传、妇联、工会等部门的协作下，我市开展形式多样的艾滋病知识宣传活动，使市民和流动人口了解了相应的防治知识。目前，全市8个旗区疾控中心，1个中心血站，4个医疗机构建成了艾滋病初筛实验室，市疾控中心建成了1个初筛中心实验室，均取得了较好的效果。
督导组一行对鄂市艾滋病防治工作给予了较高评价，认为我市对艾滋病防治工作高度重视，形成了良好的舆论和社会氛围；卫生部门积极开展疫情监测、宣传教育、行为干预、病人救治和随访管理等工作，取得了显著成效。督导组还就进一步做好重点人群干预、加强疫情预测等工作提出了指导性意见。
期间，督导组还深入鄂尔多斯监狱和部分公共娱乐场所等地进行了督导检查。（黄珉）

Currently, the E-City AIDS has become a government-led, multi-sectoral cooperation, the whole society to participate in a good situation.
It is understood that E-City to seriously implement the state's "Four Frees and One Care" policy, that voluntary free HIV testing; for AIDS patients and meet the conditions of those infected antiretroviral therapy free of charge; free AIDS counseling for pregnant women, screening and anti- viral drug therapy; the hardships of AIDS patients and their families into the scope of government assistance. In health, public security, family planning, advocacy, women's federations, trade unions and other departments, in collaboration with the city to carry out various forms of AIDS campaign, the public understanding of the floating population and the corresponding control knowledge. Currently, the city's eight flags District CDC, a blood center, four medical institutions built AIDS screening laboratory, the city built a screening CDC central laboratory, have achieved good results .
Line of the Steering Group E City AIDS given a higher rating that the city attaches great importance to prevention and treatment of AIDS, the formation of favorable public opinion and social atmosphere; the health sector to actively carry out epidemic monitoring, education, behavioral intervention, treatment and patient follow-up and management of work and achieved remarkable results. The Steering Group also do focus groups to further intervention, to enhance prediction of disease put forward guidance.
