中疾控：严禁全球基金问题再发

三项目经费预算仍然待批
中国疾控中心是目前已批准的13个中国全球基金项目的中央执行机构。
通知中，中疾控首次以公文的形式明确发布，全球基金已基本同意中国全球基金项目，恢复项目资金的使用。中央执行机构正在等待全球基金批准艾滋病、结核病和疟疾项目的工作计划和经费预算。
在执行新的工作计划和经费预算之前，各级项目执行机构，继续按照全球基金批准的挽救生命相关工作计划，开展活动。
2003年以来，中国接受了来自该组织的5.39亿美元援助，这些资金主要用于降低结核病发病率、预防和治疗艾滋病感染及消灭疟疾等项目。
但去年11月，全球基金停止了对艾滋病项目的拨款。到今年5月中旬，全球基金表示，除了挽救生命的药物供应等干预措施继续，暂停对中国艾滋病、结核病和疟疾项目的所有资助。 报销费用严禁他人代签字
中国是全球基金第四大受助国，近年来，全球基金对中国的大力援助曾多次引发国际社会争议。
在资金被冻结后，此前还有报道称，全球基金在对中国项目进行财务检查时发现，存在财务管理不严等问题。中国疾控中心的通知中，更是对资金使用规范做了详细的要求。
通知称，各项目执行机构，要严格按照预算和财务管理要求使用好资金，对发生的费用报销事项，做到“事事有依据，件件有材料”。需要个人签字的必须由本人签字，严禁他人代签。各单位要加强管理，严禁整改的问题再度发生。
不得支付疾控人员劳务费
通知强调，各级项目执行机构，不得补发或者支付卫生行政部门、疾控中心、结防所以及疟疾防疫机构等系统的在职人员的任何形式的费用，包括固定补助、专家费、劳务费、加班费和通讯费等。
另外，在补发或支付项目聘用人员工资时，需要有聘用合同、岗位职责等资料。
