性教育是不是也更所有别的教育一样越早越好呢？美国费城卫生局显然是同意以早不宜晚的观点的，最近他们开办了一个针对青少年的性教育网站，并免费提供安全套，年仅11岁的儿童就可以申请领到，这一措施让当地父母表示非常难以接受。
据城市公共健康官员表示，这个名为Takecontrolphilly.org（我的费城我做主）的网站旨在保护青少年，让他们免于艾滋病的危害。网站上示范了几种女孩使用女用避孕器的姿势。一个动画视频显示卡通女孩将腿放在椅子上，而另一个则是躺下来放入。男性的部分也同样有卡通影片做指导。影片的最后都有一个声音提醒观众可以在网站上申请免费的安全套。
