河北中医药治疗艾滋病取得实效

日前，记者在河北省中医药管理局召开的中医药治疗艾滋病试点项目工作暨表彰会议上了解到，河北省作为全国首批五个中医药治疗艾滋病试点项目省之一，经过6年多的辛勤工作，已累计治疗艾滋病感染者216人，显著改善了患者的临床症状，提高了他们的生活质量，较好地发挥了中医药简、便、验、廉的特色和优势，患者反映良好，充分体现了中医药参与重大疾病防治的重要意义。
领导重视 政策支持
河北省及卫生厅领导对中医药治疗艾滋病试点项目工作高度重视，专门成立了河北省中医药治疗艾滋病领导小组及专家组，各市县也成立了相应的领导小组及专家组。各级领导多次作出批示，在人员、资金、设备等方面都给予大力支持。河北省副省长孙士彬、省卫生厅厅长杨新建、省中医药管理局局长段云波等有关领导多次深入基层调研，看望参加义诊宣传及参与治疗的医务人员，参加试点项目的工作总结汇报会，及时解决工作中发现的问题，从而保证了该省中医药治疗艾滋病试点项目的顺利开展。
为了鼓励艾滋病感染者接受治疗，河北省积极实行“四免一关怀”政策：一是对农村居民和城镇未参加基本医疗保险等医疗保障制度的经济困难人员中的艾滋病病人免费提供抗病毒药物。二是为自愿接受艾滋病咨询检测的人员免费提供咨询和初筛检测。三是为感染艾滋病的孕妇提供免费阻断药物及婴儿检测试剂。四是对艾滋病人的孤儿免收上学费用。五是对生活困难的艾滋病病人纳入政府救助范围，按照国家有关规定给予必要的生活救济，积极扶持有生产能力的艾滋病病人开展生产劳动，增加收入。加强艾滋病防治知识的宣传，避免对艾滋病病人的歧视。
全员培训 规范管理
为了切实搞好中医药治疗艾滋病工作，河北省中医药管理局还组织全省专家组成员参加了“全国中医药艾滋病试点项目”启动培训会。会后，省市县专家组根据《五省中医药治疗艾滋病临床技术方案》，又对县、乡、村相关医务人员进行了全员培训。通过培训，使参与中医药治疗艾滋病工作的所有医务人员均掌握了艾滋病防治的基本知识、技能和技术方案，建立起一支稳定的中医药治疗艾滋病队伍，为项目的顺利实施提供了技术保障。
为确保项目顺利实施，该省加大管理力度，建立健全了一系列相关制度：一是明确主管医师职责，实行主管医师责任制，要求辨证论治准确，观察登记细致。二是制定工作流程，做到药品的计划、运输、贮存、发放、统计以及处方、煎药等各个环节无遗漏。三是制定财务工作制度，确保按照规定合理使用项目资金。四是建立保密管理制度，实行微机化管理，档案管理专人负责，专柜管理。五是建立药品发放服药制度，无论是送药还是患者到医院或防疫部门取药，每位服药者均有一名服药监督员监督服药，做到送药到手，服药到口，服后再走。六是建立了医务人员职业防护制度，严防因职业暴露而引发感染，严格遵守医疗垃圾处理方案，杜绝医源性感染发生。
发挥优势 凸显特色
河北省中医药治疗艾滋病试点项目工作开展后，为了提高疗效，各级专家组成员积极探索艾滋病的中医发病机理和病因病机规律。
省级专家组根据河北省十二大名中医、博士生导师、河北省中医院院长李佃贵教授“浊毒理论”及中医学的“治未病”思想，在全国率先提出“从浊毒论治艾滋病”的新思路，结合李东垣“元气学说”，开展了化浊解毒、健脾益气法治疗艾滋病前期患者的临床研究；永清、固安县专家组开展了中药内服外洗治疗艾滋病患者服用HAART所致外周神经损害的临床观察；沙河市专家组改良创新了艾灸疗法，采用艾灸配合中医辨证治疗HIV/AIDS患者。
以上治疗方法均取得了良好疗效，凸显了河北省中医药治疗艾滋病试点项目的特色和优势。据对219例接受治疗的艾滋病感染者进行临床观察显示：上述中医药特色疗法能显著改善患者临床症状，对发热咳嗽、纳呆、腹泻、呕吐、自汗、乏力、头痛等症状有明显疗效，治疗满12个月、满24个月、满36个月、满48个月和满60个月的总有效率分别为60.6%、81.7%、87.2%、83.3%和85.7%。
开展科研 加强交流
为了探索中医药治疗艾滋病的新思路、新方法，各级专家组成员还在河北省中医药管理局的直接领导下，在各级相关领导的支持下，积极开展科研交流活动。
河北省中医院联合永清县、沙河市、固安县中医院协作承担了由中国中医科学院牵头的艾滋病和病毒性肝炎等重大传染病防治科技重大专项“十一五”课题“中医药治疗艾滋病疗效评价标准研究”、“中医药防治艾滋病、病毒性肝炎等疾病临床科研一体化技术平台体系构建及应用研究”，以及由北京地坛医院牵头的艾滋病和病毒性肝炎等重大传染病防治科技专项“十一五”课题“中医药防治艾滋病临床基地建设”等3项国家级课题；申报立项了省科技厅科研课题“解毒化浊、健脾益气法对艾滋病前期病毒载量及免疫功能的影响”研究。永清县、沙河市、固安县中医院还独立申报立项了省卫生厅科研课题。
据统计，近五年来，河北省中医药治疗艾滋病试点项目医务人员就申报立项国家级、省级、厅局级艾滋病防治科研课题8项，发表相关学术论文20余篇，参加国际国内学术交流会议60余人次。
通过申报和研究科研课题，大大增强了河北省中医药防治艾滋病医务人员的科研意识，提高了科研素质及临床技能，对提高艾滋病防治水平具有积极意义。
