河南上蔡县创新艾滋病家庭儿童救助模式调查

世界艾滋病日前夕，记者从有关部门了解到，上蔡县大胆创新救助模式，多策并举确保艾滋病家庭儿童健康成长，截至目前，该县已有３６名艾滋病致孤学生考入中国民航大学、河南工业大学、中国信息大学、长沙民政职业技术学院等大中专院校，其救助模式受到了国家相关部委和联合国有关机构的充分肯定。
“这些孩子的父母不在了，党和政府就是他们的父母”
上蔡县是海内外十分关注的艾滋病防治帮扶工作重点县。截至２００８年８月，全县现有艾滋病感染者６１９０人，其中现症病人５８７０人，主要分布在８个乡镇的５２个行政村。全县因艾滋病造成的致孤儿童６９０人、单亲家庭未成年子女１２２８人。
在各级党政领导的关心支持下，上蔡县加大了对艾滋病家庭儿童的扶持救助力度。该县在财政十分困难的情况下，每年拿出２４０多万元资金，确保了艾滋病致孤儿童每人每月２００元、艾滋病单亲家庭未成年子女每人每月６５元、其他艾滋病家庭儿童每人每月５０元的救助金及时足额发放。同时，上蔡县还把所有艾滋病家庭儿童全部纳入了新型农村合作医疗，其参合费用由县财政全额承担。
在认真落实党和国家对艾滋病群体各项防治救助政策的同时，上蔡县又结合当地实际情况，对艾滋病致孤儿童的安置模式进行大胆创新，探索出了“集中供养、模拟家庭养育和家庭寄养、收养”相结合的艾滋病致孤儿童安置模式。
一是集中供养。县委县政府多方筹集资金１０００多万元，先后建成了集学校、住室、餐厅于一体的芦岗阳光家园和中华红丝带家园，对近２００名艾滋病致孤儿童实行集中供养。家园不仅有宽敞整洁的住室，干净卫生的餐厅，而且设立有图书室、娱乐室，配备了体音美器材。
二是模拟家庭养育。２００６年７月，上蔡县民政局和有关慈善基金组织合作，在艾滋病孤儿相对集中的邵店乡成立了新合家园，公开招聘有文化、有爱心的“阳光爸爸”和“阳光妈妈”，组成“新合家庭”，按照“家庭”的模式对艾滋病致孤儿童进行养育和照料生活。
三是实行家庭寄养。对自愿在亲属家生活的艾滋病致孤儿童，由政府与其亲属签订寄养协议，明确双方在孤儿扶养方面的权利和义务。为了保证寄养效果，县里建立了政府、寄养家庭、就读学校和寄养儿童四位一体的寄养管理体制，由民政部门工作人员定期对寄养儿童的生活学习和思想变化情况进行走访，发现问题及时解决。
“这些孩子的父母不在了，党和政府就是他们的父母。”上蔡县委书记李海洲多次这样表示。

上蔡县民政局副局长张大汉告诉记者，上蔡县的艾滋病致孤儿童，最小的只有４岁，最大的已有十七八岁，８０％以上是学龄儿童。除了吃饱穿暖，让他们接受良好的教育，才是确保这些孤儿健康成长的关键。
为了解决艾滋病家庭儿童的就学困难，上蔡县对义务教育阶段的艾滋病家庭儿童全部进行登记造册、建档立卡，除了免收学费、书本费、住宿费、服务性收费外，并适当补助住宿生的生活费。对在本县普通高中、中等职业学校就读的艾滋病致孤儿童免收一切费用，并给生活补贴，对其他涉艾家庭学生减收学费、住宿费、服务性费用；高中“宏志班”对艾滋病家庭学生和致孤儿童适当放宽招生条件，并优先录取。
同时，为了把这些孩子培养成才，上蔡县又通过拨付专款、发动全县干部职工捐款、设立救助基金等办法，对考上高中和大中专院校的艾滋病家庭学生给予补助。２００６年秋季，上蔡县又制定了《关于对艾滋病致孤儿童进行结对帮扶的实施意见》，组织帮扶者和志愿者除为艾滋病致孤学生提供力所能及的资助外，还要求定期到学校、寄养家庭进行走访，以了解学生的学习、生活和思想状况。
据上蔡县县长孔华介绍，仅２００６年以来，上蔡县就向考上高中和大中专院校的艾滋病家庭学生发放助学金和生活补助费４００多万元，使这些孩子没有一人因经济原因而辍学。“只有把孩子培养成才，他们的父母才能在九泉下安心。”
“虽然父母不在了，我们仍然是有人管的孩子”
从衣食住行、学费到学习，上蔡县对艾滋病家庭儿童一系列扎实的关爱和帮扶措施，使这些孩子处处感受到了家庭般的温暖。
日前，记者到芦岗乡阳光家园采访。在宿舍楼内，记者看到，这里每个房间住三人或四人，由于孩子都去上课了，整个宿舍区显得非常安静。在管理员的带领下，记者随意走进几个房间，看到地上都打扫得干干净净，被褥都叠得整整齐齐。不少孩子的床头还贴有王宝强、李宇春、赵薇、刘德华等影视明星的宣传画。在１０７房间，记者看到，一个孩子的床头还挂了一串风铃，风铃在微风中不时发出丁丁当当的响声。
在中华红丝带家园，１１岁的陈露露小朋友告诉记者，她来园里四年了，在这里吃、住、上学都很方便，也很开心。刚来时晚上还尿床，都是阿姨们帮她洗衣服，晒被褥，现在已经上了六年级，不但语文数学等功课学得不错，老师还教她学会了弹钢琴。“我现在已经会弹《欢乐颂》等十几个曲子了！你信不信？”说起在家园里的集体生活，露露得意地告诉记者。
在邵店乡二号“模拟家庭”长大、去年考入河南工业大学的艾滋病致孤学生黄秋菊（化名）告诉记者，她１１岁时父母就因患艾滋病相继去世。“虽然我的父母不在了，但政府一直在关心着我们，我并不是没有人管的孩子，所以我考上大学并不奇怪。”说起自己的成长经历，黄秋菊这样告诉记者。
据了解，由于各级党委政府高度重视，社会各界关心支持，截至今年九月底，包括３６名艾滋病致孤学生在内，上蔡县已有近４００名艾滋病家庭学生考入大中专院校，还有一名学生考上了硕士研究生。（李钧德 桂涛）
性接触传播成为陕艾滋病感染主要途径

新华网陕西频道１２月１日电（记者杨一苗）记者３０日从陕西省卫生厅召开的新闻发布会上了解到，至今年１１月２５日，陕西省累计报告艾滋病病毒感染者和艾滋病病人１２０９人，性接触传播已经成为陕西省艾滋病感染的主要途径。
据陕西省卫生厅副厅长杨芙英介绍，陕西省于１９９２年报告首例ＨＩＶ感染者，到今年１１月２５日全省累计监测各类人群共４４７万余人，累计报告艾滋病病毒感染者和艾滋病病人１２０９人，其中病人３１８人，死亡１５７人。
在今年陕西省新发现的２７８例艾滋病病毒感染者和病人中，感染途径有了一定变化。其中通过性接触感染１６５例，包括经男男同性性接触感染４８人，性接触感染已经成为陕西省艾滋病感染的主要途径。而通过开展社区药物维持治疗工作，陕西省因静脉吸毒成为艾滋病病毒感染者的比例有所下降。（完）

上蔡县是海内外关注的艾滋病防治工作重点县。截至2008年10月，全县因艾滋病造成的致孤孩子690人、单亲家庭孩子1228人。为了让这些孩子能够吃饱穿暖学好，上蔡县在认真落实各项防治救助政策的同时，结合当地实际情况，采取了“集中供养、模拟家庭养育和家庭寄养收养”相结合的艾滋病致孤孩子安置模式。
为了降低家庭原因对这些孩子的心理影响，上蔡县除了在“阳光家园”和“中华红丝带家园”两个集中供养点配备专职教师，有针对性地对艾滋病致孤孩子进行心理辅导和教育外，还对义务教育阶段的艾滋病家庭孩子全部进行登记造册、建档立卡，对他们的生活学习情况进行定期跟踪检查，发现问题及时解决。
从2006年起，陆续有一些艾滋病家庭学生考上高中和大中专院校。在上级没有明确救助政策的情况下，上蔡县又通过拨付专款、发动全县干部职工捐款、设立救助基金、结对帮扶等办法，对考上高中和大中专院校的艾滋病家庭学生给予资助。据不完全统计，仅2006年以来，上蔡县就向考上高中和大中专院校的艾滋病家庭学生发放助学金和生活补助费400多万元，使这些学生没有一人因经济原因而辍学。
据上蔡县委书记李海洲介绍，由于各级党委、政府及社会各界的共同关心支持，截至目前，包括36名艾滋病致孤学生在内，上蔡县已有近400名艾滋病家庭学生考入大中专院校，还有一名考上了硕士研究生。在长沙民政职业技术学院2008年组织的四省定向招生中，芦岗阳光家园有3人被录取。
