NZL UOA交流:少些装扮 多些实干 抓住机遇 快速转变


 

孔子学院各位朋友、奥克兰RISA商会伙伴、FIN投融资组织同仁们:

新西兰本来不是康先生和我们计划内目标,是临时决策。阿皮亚(APW)到奥克兰(AUCKLAND)包机过来4小时多一点,加上现在新西兰防疫政策放松,只要PCR测试。护照签证因为康先生大洋洲财产实力雄厚原因两小时快速办好——说明这是一个英联邦成员国家,收入水平和财产实力就是信用。普通技工只要收入水平超过工资中位数150%,也可紧急签证入境,速度也很快。不过这里70%是欧裔,亚裔仅15%也是二等公民——这从收入中位数能看出来——欧裔收入中位数35000纽币,亚裔20000纽币。1纽币等于人民币四块四毛钱。

新西兰也是世界上第一个放屁收税的国家。后面丹麦和爱尔兰也陆续开征屁税。新西兰480万人口,华人24万,女多男少,平均30岁出头,牛960万头,羊4800万只。目前新西兰屁税重点针对牛和羊。一只羊一年9分钱,一头牛一年七毛二。折算成人民币的话,就是一只羊一年4毛钱屁税,一头牛一年32毛钱屁税。新西兰能源部数据表明,一头牛一年放屁总量约110公斤,相当于22只山羊一年放屁量,相当于74头猪一年放屁量。但目前猪放屁不收税,主要是牛羊放屁收税。牛羊主要吃植物,屁中包含大量甲烷,破坏地球臭氧层,容易导致地球升温。中国国内有个大型国企,上海的光明集团,进口代销新西兰奶粉,包括培儿贝瑞等品牌,产品质量应当是有保证的。一个连屁都管的地方,环境质量可以放心。

刚刚有复旦大学派驻奥克兰大学(University of Auckland)孔子学院朋友问,中国内地现在可不可以征收屁税呢?14亿人口,每人每年征100元屁税,就1400个亿。我的答复是不现实。为什么说不现实呢?因为屁税是公共管理高度发达的产物,是资本主义经济发展到一定阶段的产物,从税收角度说,是直接税发展到高度发达阶段的产物。中国虽然经济总量世界第二,但人均差距还很大,同时中国目前主要还是间接税即增值税为主,直接税特别是所得税还比较弱,个人所得税也不断改革,条件不具备。如果真在中国征每人每年100块钱屁税,最后坑的还是底层广大人民群众,不利于国家稳定和社会发展(张京宏:《利息伦理和借贷投融资》,经济日报出版社,2019年版,第2~9)。

上午和包机机组乘务长陆女士到奥克兰奢侈品店看了看,GUCCI包专卖店疫情下生意也不差,国内上海奥特莱斯GUCCI店里人民币17000块钱的同款同质量包,这里9900块钱人民币即可。主要是税收政策。现在也明白为什么发达资本主义国家奢侈品销售都要登记买主的详细信息了——在国内以为是为了方便客户服务,在这里知道是反腐败程序——贵重奢侈品如果要送礼行贿,证据链均可查到,这些反腐细节操作值得学习,对中国国家治理发展有利。最后陆女士看了又看,没买。我问为什么这么爱还不买,陆女士说疫情搞得没安全感,你们这次包机是个肥活,能挣一点钱,也不敢乱用。她说她们一起培训参加工作在国内一些分公司上班的同事,都差不多飞了十年了,疫情下有的飞国内航线的,一个月飞不了40小时,总收入也就五六千块钱,房租去掉两千,吃饭,消费,也生活困难。之前我们从来不和包机乘务组人员有过多工作之外交流,也正是疫情给了大家机会,同时疫情给了所有人压力。

 

 

今年是奥克兰大学孔子学院建立十五周年。在这样一个临时交流机会,我们也临时发挥,主题就八个字:少些装扮,多些实干;抓住机遇,快速转变。

“少些装扮,多些实干。”这说的是态度和认识论。其实我们每到一个地方,都代表中国形象。鸦片战争以来中国文化自信遭受了重大挫折,最近几十年中国国力逐渐强大之后,正如马克思说的经济基础决定上层建筑(恩格斯:《卡尔·马克思<政治经济学批判>》,《马克思恩格斯选集》第2卷,人民出版社1974年版,第116~118),中华民族精神文化自信逐渐在经济实力基础上恢复。尽管在白人为主的发达国家,华人本质上还是二等公民,还是不同程度被歧视,但相比以前祖国贫弱时代现在境遇已经大大改善了。现在孔子学院全球发展过程中在白人为主的一些发达国家遇到的阻力,本质上来自白人对华人文化内在歧视抵制。歧视产生不是一天两天,同样,歧视消亡也不是一天两天。这几天在光纤宽带信号流畅的酒店翻看快手和抖音短视频,也会发现地区歧视——江苏和浙江医疗队在这两天援助上海,浙江医疗队到达上海江桥地区,本来帮忙PCR核酸检测的,结果发现上海市民自觉排起了拥挤长队,浙江医疗队愤怒,拒绝服务——这个事件引起上海市政府注意,从三月最后两天开始,PCR核酸检测排队开始以家庭为单位划分2米线了,即不同家庭之间排队距离至少2米,以防止排队过程中奥密克戎病毒快速传播,这也解释了三月初开始上海重点地区一些小区已经封闭二十多天了,为什么每次PCR检测都能查出阳性——排队过程本身就是传播过程,国内朋友看看抖音等短视频拍的排队视频就能明白,问题是没有人有识别能力,大家只是表扬上海人从殖民时代开始就被驯化得听话,自觉排队,以排队为荣,以排队为素质,忽视了距离。结果浙江医疗队以行动对拥挤排队表示了鄙视,这比歧视还多一层哀其不幸的含义。

前天在阿皮亚(APW)休息时候看国内新闻,看到新闻消息说,台湾籍演员李立群因为中国大陆上海防疫政策被封闭在浦东居民小区了,李立群通过视频号召大家配合防疫,呆在家休息。李立群已经70岁了,这个新闻让我想起四十年前台湾电影《搭错车》,该电影由虞戡平导演,台湾演员孙越(不是德云社相声演员,台湾演员孙越2018年已经去世,享年87岁)饰演哑叔、李立群饰演阿满和阿满儿子阿明、刘瑞琪饰演孙瑞琪。电影《搭错车》讲述台北信义路早年贫民区的故事,退伍老兵哑叔和妻子芝兰一起生活,依靠哑叔捡破烂维持生计,后来哑叔捡到了弃婴阿美,抚养阿美,芝兰为此离婚,哑叔一人抚养阿美长大。阿美长大成了歌星,不敢承认自己是贫民窟长大的,经纪公司包装后说阿美是大建筑商家庭出身,全家已经移民美国——包装出身,就是害怕别人看不起——后来哑叔为了维护阿美事业,缄口不言,哑叔去世后,阿美之前作曲时君迈写了一首歌曲《酒干倘卖无》,阿美在哑叔去世后唱出了这歌曲,但哑叔生前,阿美不敢承认出身。

不敢承认出身地位,就需要装扮。装扮成大建筑商家庭出身,通过类似台湾TVB训练班的体能训练,和经纪公司签订合同,起艺名,经纪公司安排租住阳明山别墅(台湾富人区)等系列操作,包装出了一个流行歌曲歌星。这个电影之所以几十年了还能得到好评,就在于电影本身反映了真实(沈宗南 张京宏:《营销传播学》,世新大学出版中心,2010)。

用辩证法视域来看电影《搭错车》反映的装扮即包装问题,会有不同启发。包装有没有必要?经纪公司包装一个明星,也是需要成本的,训练体能要邀请教练,需要支付教练薪水;在阳明山租赁豪华别墅,每月要支付不菲租金;组织记者招待会宣传 ,需要费用;都是成本。经纪公司为什么不去节省这些成本呢?很简单,因为包装很有必要。同时实干也很重要。仅仅包装,没有一个领域天赋,是很难出头的。从装扮装饰和实干对立统一角度来说,关键是尺度。实干好比你买了一个毛坯房,真正房地产质量是毛坯房钢筋和地基混凝土等决定的,同时也需要装修,装修装潢是美好生活质量重要支撑。在文化传播方面也是,文化传播是否需要装饰装修呢?是要一点点的。这就和你娶媳妇一样,娶媳妇重点看的是媳妇实体质量,身体健康,但媳妇嫁过来还是要穿婚纱和新衣服的。婚纱和新娘装,就是装饰装修。

多和少在汉语语法中是形容词。什么叫少些装扮,多些实干?从汉语语法本意出发,应当是合适的比例,重点反对华而不实。《易经》里有个卦,叫贲卦,在彖辞中有这样的表达:“以人为本,以化为用。”在表达装扮装饰和内容实体关系方面,有“文质彬彬,然后君子”的说法——这个说法来自《论语·雍也》十八:质胜文则野,文胜质则史。文质彬彬,然后君子。”直接翻译就是说,一个人太俗就显得土气,太雅就难免虚假。一个人如果能做到有里有外、不卑不亢,彬彬有礼、恰如其分,那就算得上正人君子了。这个翻译还不够深刻。这里“质”是指实质,内容,主体,“文”是指纹路,外在装饰。质胜文则史,好比一个人内在一肚子学问,但不修边幅,蓬头垢面,不讲卫生,就显得“野”,粗糙,粗鲁,有所欠缺;同样一个人“文胜质则史”,穿西装戴眼镜,脚蹬皮鞋手拿皮包,装扮看去不错,但一开口就脏话连篇,胸无点墨,就显得“史”,太装了,也不合适。最合适的就是,什么阶层和什么文化档次的人,穿什么阶层对应合适的装饰装扮衣服。

文化传播也是同样道理。孔子学院全球传播中华文化,特别近些年在“一带一路”沿线传播文化,本质上服务于全球文化交流和经贸发展。在这个过程中,成绩是主要的,问题也是存在的,就看以怎样的高度和格局来判断和评价了。

某种意义上说,疫情是上帝在拼多多上购买的自动麻将机,按钮一按,所有牌都自动洗牌,包括底牌也洗。

机遇具有鲜明时代特征。中午和乘务长陆女士交流,她也说起了空姐这个行业境遇变迁情况。她是90后,已经三十出头了,我问为什么还没成家,她说圈子太窄,没碰到合适的。她说70后空姐赶上了时代红利,70后空姐飞国际航班每月最多能挣万把块钱时候,国内科级干部体制内月薪就几百块钱人民币,那时候房价不高,几万块钱能买一套房,那时全国也没有多少架飞机;80后也沾了时代红利的边,每月挣万把块钱时候房价还不高,和国内其他行业科级干部月薪一两千块相比还是高收入;90后空姐已经踏入竞争激烈时代,空姐收入没变,但房价几十倍上涨,社会上其他行业收入也不断上涨,空姐职业当前仅在农村和落后城镇还有职业自豪感,在超级大城市里特别疫情环境下,空姐收入都不如足疗店四五十岁指压捏脚阿姨,特别是月飞行不足三四十小时的地方航空公司。这是事实。

转变是什么呢?就是顺时而动。许多行业,许多人,都需要快速转变。国家教育培训整顿,新东方教培集团解体,俞敏洪转行直播;疫情打击了餐饮酒店旅游各行业,不少重资产组织负责人快速转型,避免了巨大亏损(房租、工资等成本);互联网大厂持续裁员,许多三十多岁“毕业”(即被裁员人员)者立即寻求新机遇;如此等等,都是快速转型。许多家庭背景资源一般的青年,背负巨大车贷房贷,不快速转型,一旦欠下几千万债务,许多人将一生难以翻盘。能够翻盘者,凤毛麟角。翻盘需要的必要条件太多,包括知识储备、一定积蓄、行业沉淀、人脉积累、趋势空间等等等等,这些必要条件具备后,还需要充分条件,即本人心理抗压能力、本人身体素质、本人性格特征等。

奥克兰大学孔子学院十五年来教育是成功的。一方面复旦大学具备实力,另一方面时代也赋予了巨大机遇能量。下午在奥克兰大学门口,居然看到了烤鸭店。问了烤鸭店老板,也是中国过去的,一年下来卖烤鸭也能挣十来万纽币,折合四五十万人民币。校门口能养活小吃店,这本身也是一个信号。烤鸭店老板之前在国内是开网吧的,是最早一批,在福建开网吧,二十年前开网吧还是挣钱的,后来国内网吧生意不好挣钱了,灵机一动,忽然变成了一个做烤鸭的厨师,从福建跑到大洋洲,高校门口卖烤鸭,十来年也积蓄不少,在福州也买了两套商品房,这也算快速转型吧。这些人就是小生意人,脑子转的快,网吧不挣钱了,立刻转型,没有等死。我问烤鸭店老板,你一个五十多岁福建男人,网吧关闭了怎么学的北京烤鸭呢?烤鸭店老板说,没有什么难的,生存所迫呗,总不能饿死,说他在国内的下一代,三十多岁的福建青年,在中国国内开福建沙县小吃迫于成本和利润压力,也同时兼容北京炸酱面销售,根本不是营销专家分析的什么神秘绝招,就是成本上涨和利润降低所迫而应变的。

但是烤鸭店老板也有自己价值观。他说,他到奥克兰十几年,目睹华人数量从几万人猛增到十几万人,也目睹了华人聚集后迅速崛起的中餐馆、足浴指压店、棋牌室,都是娱乐消费等低档次服务,这些也决定了华人或亚裔收入中位数20000纽币,比欧裔收入中位数36000纽币要少16000纽币,欧裔从事知识产权类服务和附加值更高工作,这种职业差距也事实上形成了欧裔整体对亚裔歧视。收入差距是造成歧视因素之一。

关于实现目标的组织,是人的力量问题。人的力量关键就是信任问题。近代中国历史上孙中山领导的同盟会算是比较严密有理想主义的组织,和之前上海青红帮、小刀会等有本质区别。之后同盟会改组的中国国民党,以及和中国国民党孪生的中国共产党,都有严密组织,正式这种组织产生了近代中国两大手握政权的政党。商业方面二战之后,首先是美国领导的布雷顿森林体系,是全球金融领域的组织,然后是GATT组织,再是WTO组织,这些都是全球范围内组织。组织的存在首先解决一个组织内成员之间互相信任问题以及权利义务问题。(姜波克:《国际金融新编》,复旦大学出版社2017年版,第268~295)现在我们全球这样接触,本质上还是小打小闹,缺乏类似全球投融资协会这样的组织,有了组织资源,就能极大降低信息成本和沟通成本,提高促进资源整合效率,实现各方共赢。目前中国国内许多林林总总的协会、商会,多以收取会费为生存方式,谈不上真正意义组织。全球华人之间商业领域也缺乏类似GATT性质的严密有力组织,也缺乏组织对应的收入结构。(于立新:《互联网金融理论与实务》,中国水利水电出版社2017年版,第2~11)但随着中国国力发展和“一带一路”沿线65国合作深化,这种组织一定会产生,这几天我们包括康先生也谈到这个问题,这种组织就是把过去所谓神秘的人脉资源品牌化和ISO标准化,极大地降低全球范围内资源信息沟通成本,提高合作效率。我们在这个接触过程中,当然也乐意为之贡献力量,毕竟国家越强大,我们在全球受到的尊重就越有荣誉感。中国过段时间如果财力继续强大的话,则财经方面应当会有两个信号,一个是直接税即所得税成为主要税收来源,老百姓以Pay tax为荣而不是以逃税为本事;二是欧洲申根国等对中国护照实行免签或互相免签。现在中国国内明星逃税司空见惯,前有范冰冰罚缴税款八个多亿,后面有郑爽补缴税款数亿,再现在上海税务机关又查了邓伦等明星逃税亿元以上,以至于这次上海大面积核酸检测中,有市民调侃说,PCR检测全上海2500万人按10人一个试管筛查核酸的话,也一个多亿成本,这次成本应当邓伦罚款能抵,市民们还在热烈讨论,市政府封控浦东浦西期间免费送给群众蔬菜和肉食大米等,户均人民币200块钱标准,该找那个影视明星罚款呢,是杨某某呢,还是赵某某呢?群众认为,罚不罚是政府税务部门的事,有没有事是明星的事——群众认为百分之百有事,因为在中国传统以间接税即增值税为主的文化体系中,不避税不设法少缴税是傻子。傻子又当不了明星,所以,明星税收方面,只是查不查的问题,以及查谁的问题,基本不存在没有问题的问题,这是文化底蕴决定的——这就是为什么郑爽被税务查处罚款后到国外愤愤不平的原因——行业潜规则,大家都逃税,为啥就逮我?那么多明星,都应当去查税。总之,全球化围绕“一带一路”顶层设计的商业组织,无论是贸易层面还是金融层面,无论是政府层面还是国家之间或是纯民间组织,一定会出现,我们做前瞻性判断的话,应当就是这几年疫情结束之后可以看到雏形。谁有机会首先加入,就好比70年代谁有机会当空姐,是巨大时代机遇红利期(张京宏 沈宗南:“国学《易经》与管理研究系列(四):易经的时机逻辑与管理的方法论”,中国营销传播网 专家专栏,2011年,网址 http://www.emkt.com.cn/article/536/53612.html

 

 

疫情天灾、乌克兰战争、国内行业整顿、互联网大厂裁员等,以铁一般事实印证了马克思主义哲学一条基本原理:一切都是运动变化的。同理,也可以引申理解为一切充满不确定性。这个不确定性从上午和乘务长陆女士到GUCCI店看包但最终没买,再到中午陆女士聊三代空姐不同收入对比境遇,令我印象深刻。特别是中午聊天最后陆女士说,十年前她刚刚成为空姐时候,是整个县城羡慕对象,她是成都人,现在县城改区了;五年前她回家街坊邻居已经不羡慕空姐收入了,只是说干空姐名声不错,说出去有面子;2020年疫情以后飞行任务明显下降,疫情相对轻松时她抽空回家,街坊邻里聚会,吃火锅喝酒,大家彼此寒暄,互相吹捧;后来喝酒喝多了,街坊大姐对着一起聚餐的女儿说,闺女啊,好好读书呀!读书不努力,空中倒雪碧!陆女士说她心理听到这些突然有了职业自卑感——空中倒雪碧是空姐服务乘客的内容,还有可乐和矿泉水呢。是什么力量致使十几年时间内,人们对一个职业从收入到荣誉全方位改变看法?是供求关系,还是市场竞争,或者是其他什么因素呢?(张京宏 沈宗南:《营销研究:浅谈FETT立体销售模式的特点及应用》,中国营销传播网 专家专栏,2006. 网址 http://www.emkt.com.cn/article/294/29424.html

再说一个和老百姓日常生活贴近的实例。比如急诊医疗,中国北京、上海等超级大城市医疗资源丰富,经济水平发达,按说非常不错了,但和发达国家相比,还是有差距。不说远的,就说和日本相比,差距就不小——日本医疗急诊已经发到到直升飞机充当救护车时期,比汽车充当救护车效率要高许多,对急救医生专业知识和身体素质要求也高的多。这就是差距,差距就是发展的方向。但这差距对后来者而言,却充满了发展过程的不确定性,在进步过程中,各种不确定性随时发生。

包括我认识康先生,也是疫情下寻求突破,去年秋天我们共同隔离在澳门酒店,因为疫情原因认识的。认识以来我们彼此交换信息和资源,为彼此都带来了双赢。这也是疫情之下碰到巨大困难,快速转变和突破过程中抓住的机遇——如果我们疫情下都躲进小楼成一统,不管春夏与秋冬——那么我们也不可能相遇,彼此资源信息也不可能交流产生效益。要不是康先生广泛国际资源,我们就不可能全球各地无论护照签证还是信息交流接洽都有如此便利人脉条件。因此,真正寻求突破过程中抓住的机遇,一定是双赢的。只一方受益不能长久。

NZL UOA Exchange: Dress Less, Do More, Seize the Opportunity, Change Fast

New Zealand was not a target of Mr. Kang and our plan, it was an ad hoc decision. The charter flight from Apia (APW) to Auckland (AUCKLAND) came a little more than 4 hours, and now New Zealand's epidemic prevention policy is relaxed, as long as the PCR test is required. The passport and visa were quickly processed in two hours because of Mr. Kang's wealth in Oceania - indicating that this is a member of the Commonwealth of Nations, and the level of income and wealth is credit. Ordinary skilled workers can also enter the country with emergency visas as long as their income level exceeds 150% of the median salary, and the speed is also very fast. But 70 per cent of the population is European, and only 15 per cent of Asians are second-class citizens - as you can see from the median income - $35,000 for Europeans and $20,000 for Asians. 1 New Zealand dollar is equal to four yuan and four cents in Chinese yuan.

New Zealand is also the first country in the world to tax farts. Later, Denmark and Ireland also levied fart taxes one after another. New Zealand has a population of 4.8 million, 240,000 Chinese, more women than men, with an average of early 30s, 9.6 million cattle and 48 million sheep. The New Zealand fart tax currently focuses on cattle and sheep. A sheep is 9 cents a year, a cow is 72 cents a year. Converted into RMB, the tax is 4 cents a year for a sheep, and 3 yuan and 2 cents a year for a cow. According to data from the New Zealand Ministry of Energy, a cow farts a total of about 110 kilograms a year, which is equivalent to the amount of farts of 22 goats and 74 pigs in a year. But at present, pigs are not taxed for farting, mainly cattle and sheep are taxed. Cattle and sheep mainly eat plants, and their farts contain a lot of methane, which destroys the earth's ozone layer and easily causes the earth to heat up. There is a large state-owned enterprise in China, the Bright Group in Shanghai, which imports and sells New Zealand milk powder, including brands such as Peer Berry, and the product quality should be guaranteed. In a place where farts are controlled, the quality of the environment can be assured.

A friend from Fudan University in the Confucius Institute at the University of Auckland just asked, is it possible to levy a fart tax in mainland China? With a population of 1.4 billion, each person is levied a fart tax of 100 yuan per year, which is 140 billion yuan. My answer is unrealistic. Why is it unrealistic? Because fart tax is the product of highly developed public management, it is the product of the development of capitalist economy to a certain stage, and from the perspective of taxation, it is the product of the development of direct tax to the stage of high development. Although China’s economic aggregate is the second largest in the world, the per capita gap is still very large. At the same time, China is currently dominated by indirect taxes, namely value-added tax. Direct taxes, especially income tax, are relatively weak. If a tax of 100 yuan per person per year is really levied in China, the bottom line will be the bottom of the population, which is not conducive to national stability and social development (Zhang Jinghong: "Interest Ethics and Loan Investment and Financing", Economic Daily Press, 2019 edition, 2~9).

In the morning, I went to the luxury store in Auckland with Ms. Lu, the chief flight attendant of the charter flight crew. The GUCCI bag store is doing well under the epidemic. With the rent removed by 2,000, it is difficult to eat, consume, and live. We have never had too much communication outside of work with the charter flight crew before. It is precisely the epidemic that has given everyone an opportunity, and at the same time, the epidemic has put pressure on everyone.

This year marks the fifteenth anniversary of the establishment of the Confucius Institute at the University of Auckland. In such a temporary communication opportunity, we also play a temporary role, the theme is just eight words: less dress up, more practical work; seize the opportunity and change quickly.

"Less dress up, more work." This is about attitude and epistemology. In fact, every place we go, we represent the image of China. Since the Opium War, Chinese cultural self-confidence has suffered a major setback.
