Prison Enterprise
Abstract
Prison enterprises are special venues where the prisoners are educated and reformed by means of labour work. Moreover, they are also an important organ of dictatorship of the country and a special pattern of the national economy. Prison enterprises have two main functions: one is to perform its social function to reform the criminals, the other is to pursue economic benefits to accomplish its economic function as a supplement to the state wealth.
This article, from the angle of development strategy, analysed both the external environment and the internal conditions of the prison enterprise in Chengde-a real example of the prison enterprises in China. The author developed specific analysis and assessment of the strength, weakness, opportunities and threats facing the prison enterprises. In conclusion the author put forward a plan on the development strategy that suits the prison enterprises, of which the main contents are developing a strategic alliance and putting more efforts to establish an extensive business scope. By this means prison enterprises will be able to make full use of its advantages to overcome the disadvantages and offset the unfavourable effects brought by the risks in operation. Research on this topic is of great practical use and just in light of the development of prison enterprises. It is the first time that such job is done on the prison enterprise in Chengde and it will provide the prison enterprises in HeBei Province, even in the whole country. Its scope an opportunity to use it for reference.

监狱企业发展战略研究
摘 要
监狱企业是以生产劳动为手段，对罪犯进行教育改造和劳动改造的场所，是国家专政机关的重要组成部分和国有经济的特殊类型。监狱企业生产具有双重性，一方面它是改造罪犯的手段，具有社会属性；另一方面它要追求经济效益以弥补由于国家财力有限造成的经费不足，具有经济属性。
本文从发展战略的高度，通过剖析监狱企业的一个实例——承德监狱企业的外部环境和内部条件，对监狱企业所面临的机会和威胁，具有的优势和弱点进行了详尽的分析与评价，提出了发展战略联盟和加大多种经营力度为主要内容的适合监狱企业的发展战略方案，以充分利用监狱企业自身优势，克服自身弱点以及经营风险对改造带来的不利影响。
本研究对监狱企业具有较强的针对性和实用性，这项工作对承德监狱企业来说是第一次，对全省乃至全国监狱企业来讲也有借鉴和参考价值。
