全球艾滋病新发感染率下降 治疗可及性扩大

中新社北京4月1日电（记者 曾利明）目前全球艾滋病新发感染率正在下降，治疗的可及性正在扩大，降低艾滋病病毒母婴传播取得了显著进展。这是联合国秘书长潘基文今天发表的《为普遍可及联合起来：走向零艾滋病病毒新发感染、零歧视、零艾滋病相关死亡》报告做出的判断。
该报告称：从2001年到2009年，包括22个撒哈拉沙漠以南非洲国家在内的33个国家艾滋病病毒新发感染率降低了至少25%；到2010年底，中、低收入国家超过600万人正接受抗逆转录病毒治疗；2009年用于阻断艾滋病病毒母婴传播的抗逆转录病毒药物在全球的覆盖面首次超过50%。
为加强艾滋病应对，潘基文在报告中建议：充分发挥青少年在艾滋病预防革命中的作用；力争到２015年实现普遍可及的目标；与各国合作推动艾滋病防治更加低成本、高效益、可持续；促进妇女和女童的健康、人权与尊严；确保艾滋病应对中的共同问责制，将承诺转化为行动。
他提出的具体目标是，使艾滋病病毒经性传播的数量减少50%；消除艾滋病病毒的母婴传播；使感染者中因结核病死亡的人数减少50%；确保1300万人得到艾滋病治疗；使对艾滋病相关的入境、驻留和居住进行限制的国家数量减少一半以及保证因艾滋病致孤或脆弱的儿童有平等受教育的机会。
据知，定于今年6月8日召开联合国大会艾滋病问题高级别会议将审议这些提议。潘基文认为，必须大胆采取可为艾滋病防治带来显著变革的这些措施，帮助全球走向没有艾滋病病毒的时代。”
