中國獨門絕招:房地產『不二價』銷售政策惹非議


  據了解,此次推進明碼實價是想從根本上解決企業虛高標價、虛構原價、虛假打折、促銷標價不規范、利用標價搞價格欺詐等消費者反映強烈的題目。當天,家樂福、淘寶網等十餘家企業承諾明碼實價。 國家發改委價格監視檢查司司長許昆林表示,明碼實價不會搞一刀切,前提成熟的領域就會推行,慢慢改變消費者議價的習慣。企業應按承諾去做,並接受大眾監視。

     據了解,兩部分此次推行明碼實價將按照因勢利導、先易後難、循序漸進等原則,率先在四大領域推行明碼實價。   許昆林司長也表示,1982年我國就把明碼實價作為行業的基本軌制,1987年國家發布了明碼實價治理條例,不按明碼實價的就屬於違法。楊紅燦說,商家的虛假打折等行為,已經擾亂了市場秩序,誘導消費者不理性消費,損害了消費者的正當權益。即將推行的明碼實價也不應隨意標價,而應該是『不灌水的價格』,即本錢加上公道的利潤。 中消協副會長兼秘書長楊紅燦表示,目前一些商家的標價已經淪為一種擺設,基本都是走議價模式,由消費者和商家討價還價。消費者認為賺到了便宜,但實際上因為信息的分歧錯誤稱,『商家不可能做賠本買賣』。目前市場上到處是返券、返現、秒殺、打折等,消費者已經搞不清真正的價格到底是多少。商家這種不標明真實價格的做法,已涉嫌誤導和欺詐。

      會上,蘇寧、國美、大中、城鄉商業中央、燕莎商城、家樂福、大潤發、京東商城、凡客誠品、我買網、戴爾、卓越亞馬遜首批13家企業率先做出向消費者明碼實價的自律承諾,表示『明碼實價、價格公平公道;謝絕討價還價、按照標價交易』,並接受監視。13家企業承諾不討價還價他透露,目前正在制訂一個文件,就是針對商品房銷售明碼實價的劃定,將專門對商品房銷售做出劃定,明確公示每套商品房、代辦用度、物業收費等價格,要在劃定時間內公然全部商品房,並嚴格按照申報價格明碼實價。

國家發改委價格監視檢查司司長許昆林對此表示,『現階段推進明碼實價的環境和前提已經具備』,經營者有權自己定價,但必需標實價、標真價、標終極成交的價錢。中消協秘書長楊紅燦昨天指出,良多商家習認為常地『不標真實銷售價格』已涉嫌對消費者誤導和欺詐,一些不加節制、愈演愈烈的促銷擾亂價格市場秩序,誘導了消費者的不理性消費。任由商家胡亂標價、漫天要價、隨意漲價,消費者的知情權、選擇權和公平交易權無法保證。

       許昆林還指出,改革開放30年市場經濟建立和完善,相關的法律軌制也逐步建立完善。目前,我國企業是比較成熟的企業,消費者是比較成熟的消費者,市場也是比較好的市場。因此各方面都要求有一個公然公平公正的環境,所以推行明碼實價應該是市場經濟必定的發展趨勢。經營者有權自己定價,但是必需誠信經營,明碼實價『推行明碼實價的初衷主要是為了解決經營者不規范的行為,後來也發展到服務領域。我們要在劃定時間內公然全部商品房,並嚴格按照申報價格明碼實價。』

許昆林稱。許昆林在會上透露,目前正在擬訂關於商品房銷售明碼實價的劃定。即要專門針對商品房銷售做出劃定,明確公示代辦用度以及物業收費。許昆林是在中國消費者協會和國家發改委價格監視檢查司共同舉辦的『紀念2011年國際消費者權益日座談會』上做上述表示的。許昆林指出,我國已經具備了推行明碼實價的前提,這也是市場發展的趨勢。
