中越老缅开展合作 降低艾滋病跨境传播

“缅甸是艾滋病高发国家，以吸毒共针及性传播为主。在缅甸，六个吸毒人员中就有一个是注射吸毒者，我们在15个省进行干预活动，建立36个活动站，并在全国建有10个美沙酮点，这些点仅覆盖缅甸1.1%的吸毒人群。”亚洲减少伤害网络技术顾问Sid说。
2011年2月28日，“中澳艾滋病跨边境项目2011年中、越、老、缅HAARP跨境合作协调会”在昆明召开，此次会议的主题是为促进跨边境项目工作顺利开展，深化与越南、缅甸、老挝建立良好的合作与交流机制。
李光明是云南镇康县南伞镇的一名退伍军人，他收留了18位缅甸吸毒人员。李光明告诉记者，与南伞接壤的缅甸有不少人吸毒者，由于经济相对贫困，就来到中国找临时性工作，如货场搬运及洗车等以增加收入购买海洛因。这18个吸毒人员中，有4位是艾滋病感染者，每天他们都要喝美沙酮。
云南省防治艾滋病局局长徐和平介绍，2009年8月，云南省成功申请到澳发署艾滋病亚洲区域项目区域办的跨边境艾滋病防治招标项目，项目主要支持云南5个有效措施执行点，包括瑞丽市、陇川县、盈江县、河口县和镇康县，围绕建立坚实的合作机制、协作为吸毒人群提供减低危害综合服务、同时开展跨边境暗娼干预，艾滋病新发感染研究等目标展开活动。
跨境项目启动以来，云南省已完成及正在开展调查的对象包括我边境项目地区及中国境内项目地区的中国及越南、缅甸、老挝三国的跨境相关高危人群，如越南及缅甸暗娼，老挝、缅甸、云南省边境长卡司机、湄公河船员、中缅边境地区吸毒人群高危行为对比研究，戒毒所内的中国缅甸吸毒人员对照研究等。
截止目前，云南省中澳艾滋病项目在与缅甸相接壤的盈江县、陇川县、瑞丽市、镇康县与老挝相邻的勐腊县、与越南相邻的河口县开展内容多样的跨境合作活动，包括跨境联合培训、跨境行为干预及转诊，目前已覆盖越南及缅甸在我方边境内的静脉吸毒人员近1450人，接受缅甸方美沙酮转诊41人，覆盖在中国的越南女性目标人群300余人。
据了解，云南与缅甸、老挝、越南接壤，有13个少数民族跨境而居。根据联合国艾滋病规划署相关报告，缅甸艾滋病感染人数估计有36万例，全国成人感染率为1.3%；越南估计艾滋病感染人数为26万，全国成人感染率为0.5%；云南省累计报告HIV感染者已达8.2万人。

Vietnam, Laos, Myanmar cross-border cooperation to reduce AIDS transmission
