宣传教育是艾滋病预防控制的首要环节，也是一项最经济并且效果好的艾滋病防治措施，通过宣传教育可改变人们对艾滋病的认识和自身行为。
今年我市共进行大型宣传活动9次，主要是各县（区）深入到当地社区以及学校进行艾滋病预防知识、安全套推广和反歧视宣传教育，帮助人们消除恐慌、增强自我保护意识；并借助全球基金项目的资助，深入到5所党校、8所中学和2所大学校园、12个建筑工地、14个社区、520多所娱乐场所开展了大量的宣传教育工作。共发放各类宣传画5万多份，在社区、校园、建筑工地、娱乐场所等地张贴艾滋病宣传海报5千多张，免费发放安全套10万余只，润滑剂2.3万多支。
“四免一关怀”政策全面落实
在兰州，严格落实“四免一关怀”政策，对辖区所有的病人，都提供免费抗病毒药物；建立有效、便捷的预防艾滋病母婴传播服务模式，为感染艾滋病病毒的孕产妇及其婴儿免费提供咨询和检测、产前指导、阻断、产后随访等综合服务，为感染艾滋病病毒的孕产妇免费提供抗逆转录病毒药物；对农村和城镇经济困难的艾滋病病毒感染者、艾滋病病人适当减免抗机会性感染治疗药品的费用。
截至目前，全市各级疾病预防控制中心建立健全了监测网络，设立了艾滋病自愿咨询检测点，对艾滋病病毒感染者、艾滋病病人及其家庭提供了免费咨询、免费检测及流行病学调查，还不定期到医院看望病人，进行互相沟通、座谈，勉励病人，增加其生活的自信心。值得一提的是，市疾控中心性病门诊，根据实际情况对所用药品、检查费、检测费、耗材费、挂号费等继续实行全免，鼓励更多目标人群来性病门诊检测治疗。
15家单位总动员“防艾”
另外，我市动员了各方面力量有效遏制艾滋病蔓延。市政府成立了市防治艾滋病工作委员会，主任为周丽宁副市长，副主任为市政府副秘书长王俊东和市卫生局局长薛开华，成员单位有市发改委、市教育局、市民委、市公安局、市民政局、市司法局、市财政局、市商贸委、市文化局、市卫生局、市人口委、市广电局、市工商局、团市委、市妇联15家。
市商贸委发挥自身优势，对行业内各单位及其从业人员宣传艾滋病的传播途径、流行特点以及防护知识。市发改委把“防艾”纳入国民经济和社会发展长期规划，重点围绕全市公共卫生体系建设，积极筹措建设资金，将艾滋病防治和公共卫生基础设施建设结合起来，提高全市艾滋病预防和救治能力。
性病预防知识纳入教学计划
同时，防艾知识还进入了全市各级各类学校的课堂。市教育局要求各学校积极开展防艾知识专题教育，培训健康教育管理人员和骨干教师，开展形式多样的课外宣教活动。还要求全市初级中学以上学校将艾滋病、性病预防知识纳入教学计划，以此增强学生自我保护意识和抵御艾滋病侵袭的能力。
另外，市人口委深入开展了艾滋病防治宣传教育、咨询服务和安全套发放等活动。市司法局对艾滋病感染者和患者提供了司法援助工作。市财政局多方筹集资金增加卫生投入，逐步完善了公共卫生事业的财政经费保障体系。市民委通过少数民族社团宣传防治艾滋病的有关知识，提高少数民族群众防艾意识。
团市委利用节假日和艾滋病宣传日，以青少年为重点教育对象，通过播放录像、出板报、张贴宣传画、知识讲座等生动性较强的教育形式进行宣传。
