龙陵地处祖国西南边垂的交通要道，与缅甸接壤，多年来，吸毒和贩毒人数较多，严重影响着龙陵的经济发展和社会稳定。随着毒品的泛滥，艾滋病也相继出现，1991年首次检测出艾滋病病毒感染者以来，感染人数和发病人数逐年上升，流行范围不断扩大，传播途径已从单一的静脉吸毒血液传播增加到血液、性、母婴三个传播渠道并存。流行态势日趋严重。毒品和艾滋病已给全县人民的生活亮起了红灯，禁毒和预防、控制艾滋病在龙陵的传播和蔓延，保障公众健康，已刻不容缓。
为构建“和谐龙陵”和“平安龙陵”，龙陵县农广校充分认识做好禁毒防艾工作的重要性和紧迫性，争做“禁毒防艾”的宣传者、文明生活的倡导者、关爱他人的志愿者，积极在农村劳动力转移培训班开设禁毒防艾知识。通过学习，让学员们充分懂得保护自己，拒绝毒品，远离艾滋，更加珍爱自己的生命。
