　　疫情防治，特别是艾滋病这种目前尚属绝症的传染病控制，是国家公共安全的大事。国家质检总局做为口岸疫情防治的国家职能部门，当然可以通盘考量，增减相关疾控措施。当年增加这项规定时，出于什么考虑这次没有说明，但这次删除这一措施，理由居然是“民众认为回国检艾滋的规定使归国手续复杂化，过关时间和费用增加，而且有的还担心会出现健康问题。”

　　国家法规以“不扰民”为出发点，立场值得赞扬，可惜疾控工作首要出发点应是公共安全，然后才是不扰民。“归国手续复杂化，过关时间和费用增加”这三点所提出的，全是操作性的问题，并不涉及该项措施是否必要。一项措施确有必要但操作不便，应从操作方法考虑，如何减化环节缩短时间降低费用；该项措施如无必要，也应说明原委才可向公众征求意见。现在就因操作不便，就一删了之，缺少说服力。
