  中新社联合国12月1日电 (记者孙宇挺)在12月1日世界艾滋病日之际,联合国艾滋病规划署执行主任西迪贝发表声明称,全球范围内,新的艾滋病毒感染者及死亡人数降低了近20%,不过在过去30年间,约有3000万人因艾滋病导致死亡。

  西迪贝指出,56个国家的新增感染率已经稳定或者显著降低,首次打破了艾滋病蔓延的趋势,联合国千年发展目标关于艾滋病的第一部分已经实现。西迪贝提醒关于得来不易的抗争艾滋病的成果还很脆弱,还有1000万人正在等待治疗,希望各国应对艾滋病的力度不减。

  联合国秘书长潘基文当日发表声明指出,现在必须对艾滋病做出持久回应,以实现千年发展目标有关艾滋病的第二部分,那就是普及艾滋病毒的预防、治疗、护理和支助,并进一步实现“三个零”的愿景,即艾滋病毒新感染病例、歧视和艾滋病引起的死亡均为零。

  潘基文指出,许多国家正在取消对艾滋病毒感染者的旅行限制,诋毁被同情和承认人权所取代,虽然这一进程仍然过于缓慢。

  中国今年上半年取消了对艾滋病病毒携带者入境的限制,今年早些时候,美国政府亦正式解除禁止艾滋病病毒携带者入境、停留或永久居住的禁令。

  但联合国人权高级专员皮莱指出,目前还有51个国家继续对艾滋病毒感染者入境、逗留和居住施加限制;有124个国家制定了保护艾滋病毒感染者免受歧视的法律,但这些法律往往缺乏恰当的执行。皮莱强调,歧视问题不应当被看作是应对艾滋病行动的边缘问题,而是控制艾滋病的核心障碍。

  人民网北京12月2日电(记者张莉、唐冬梅报道) 12月2日上午,中国红十字会副会长王海京、中国CDC性病艾滋病预防控制中心研究员刘康迈、国际奥委会委员、全国青联副主席杨扬、国务院防治艾滋病工作委员会专家、新疆红十字会副会长 王绍华及红十字会防艾志愿者严梦竹做客人民网,针对“2010世界艾滋病日特别公益活动——反歧视、爱同行”活动接受了人民网记者的视频采访。王绍华表示,艾滋病患者也应该享受公民所拥有的一切权利。

  王绍华称不管是否感染了艾滋病,或者是患了艾滋病,包括其家庭成员,都应该享受公民所拥有的一切权利,包括就业、就学、就医,从事婚姻和社会的一些其他的活动,这在法律上是有保证的,比如传染病防治法等等,这些都对艾滋病的感染者,艾滋病的病人和家庭的权利都做出了保护。

  王绍华表示艾滋病的歧视和偏见是一个社会文化现象,准确的讲它是一种非理性的价值取向,这也和我们建立和谐社会是不相融的。歧视和偏见是建立在对人的分类的基础上的一种负面的看法之上的,不光是一种看法,还有一些主动的拒绝行为,这种行为有可能侵犯了这些人的权利,侵犯了他的尊严,如果允许这种情况存在,我们这个社会会发生不同群体之间的对立和矛盾,这跟我们建设和谐社会是完全不相符。

  全社会都要团结起来反对歧视,反对偏见,大家都理性的看待这个问题,不管是感染者、病人、家庭成员还是社会其他的成员大家都起来反对,这样才能保证他们的基本权利得到维护。

  王绍华强调,偏见和歧视的形成不是天生的,是通过受教育,受环境的影响,以及外界的压力造成的,除了要让大家普及知识外,我们还需从小就要进行教育,要极力的创造社会环境,要改善这种情况。
