人民网武汉1月21日电 （记者田豆豆）20日，新浪网等网站纷纷转载了“湖北大冶一医院80多例患者因输血感染艾滋病”报道，引起湖北省黄石市大冶市委、市政府的高度重视，该市主要领导在第一时间召开紧急会议，成立了以分管副市长熊志红为组长的协调处置工作领导小组。
大冶市疾控部门介绍，报道中的艾滋病患者因输血感染艾滋病，是发生在12年前的医疗意外。其主要原因是1995年前后，该市部分贫困农民到邻省进行有偿供血浆感染，这部分供血浆者回到当地医疗机构提供血源，造成了部分病人因受血感染。网上报道的患者是武汉市江夏区人，于1997年因车祸输血感染，已达12年之久。目前，大冶市已与患者所在地政府取得联系，并与患者初步达成善后处理意见。
目前所发现感染的艾滋病例，均在《献血法》出台前发生。《献血法》出台后，该市临床用血全部来自黄石中心血站，未再出现因受血而感染的病例。
据悉，大冶市是全国首批艾滋病综合防治示范区，也是全球基金艾滋病防治项目县（市）。2000年发现艾滋病病毒感染者以来，该市市委、市政府高度重视，成立了以市长为主任，29个政府职能部门为成员的艾滋病防治工作领导小组。认真落实国家“四免一关怀”政策，免除艾滋病家庭子女九年义务教育的学杂费和课本费，将感染者、病人及其家属纳入新型农村合作医疗，将艾滋病贫困家庭纳入低保救助对象，每年春节市政府为每名艾滋病人送去500元慰问金。从2005年起，市财政每年投入20万元作为艾滋病防控工作专项经费，每年安排200万元用于临床受血感染艾滋病纠纷的赔付。按照“政府引导、企业赞助、个人捐资”的原则，市财政每年安排10万元用于艾滋病救助基金的引导资金，2005年共募捐专项资金60余万元，主要用于改善他们生存环境，帮助开展生产自救，以及艾滋孤儿、孤老的生活救助，补贴病人抗病毒治疗和机会性感染治疗及子女入学费用，实施临终关怀。同时，在全国率先实施了“一对一”帮扶活动，由副科级以上单位帮扶一个贫困艾滋病家庭，其成功经验得到了国家、省有关部门的肯定。
在对艾滋病人实行帮扶救助政策的同时，大冶市对艾滋病实施综合防治，以项目管理为支持，以部门合作为依托，以机制建设为基础，以查防救治为主线，以行为干预为重点，以阻断传播为目的，认真贯彻《艾滋病防治条例》，积极完善“政府组织领导、部门各负其责、全社会共同参与”工作机制，艾滋病防治工作取得了较好的成效，2008年被评为全国优秀示范区。
