中小学如何减负，应重点立足缩短学制，立足其它方面，效果不佳。这个建议我个人2013年就提出过，也是多次呼吁，后来有人在前些年的两会上也提出过，这里再次呼吁。　

具体设想是：将目前中小学的12年学制，缩短为10年学制。其中小学6年可不变，初中由原来的3年变为2年，高中也由3年变为2年，总体减少2年，这相当于减轻了学生2年的学习负担，这对减轻学生压力应是一条十分有效的举措，相当于万米长跑，缩短了2千米。

另外，在缩短中小学学制的同时，个人建议可考虑延长大学学习年限，在原有基础上应普遍延长1年。其中延长的这一年，学生是否继续上，由学生自由选择。若学生已经找好了工作，不愿再上，就可不用延长，按正常毕业就是。若学生没有找好工作，人可继续待在学校，一边找工作，一边学习，这一年可作为过渡期。有过渡期，好处是，既给了学生更多选择自由，也缓解了社会就业压力，让学校跟社会能更好衔接起来。
