中小学如何减负,应重点立足缩短学制,立足其它方面,效果不佳。这个建议我个人2013年就提出过,也是多次呼吁,后来有人在前些年的两会上也提出过,这里再次呼吁。
具体设想是:将目前中小学的12年学制,缩短为10年学制。其中小学6年可不变,初中由原来的3年变为2年,高中也由3年变为2年,总体减少2年,这相当于减轻了学生2年的学习负担,这对减轻学生压力应是一条十分有效的举措,相当于万米长跑,缩短了2千米。
另外,在缩短中小学学制的同时,个人建议可考虑延长大学学习年限,在原有基础上应普遍延长1年。其中延长的这一年,学生是否继续上,由学生自由选择。若学生已经找好了工作,不愿再上,就可不用延长,按正常毕业就是。若学生没有找好工作,人可继续待在学校,一边找工作,一边学习,这一年可作为过渡期。有过渡期,好处是,既给了学生更多选择自由,也缓解了社会就业压力,让学校跟社会能更好衔接起来。
