慢性艾滋病早期中医药治疗保障生命论证

    凉山彝族乡村自20世纪90年代以来因各种原因产生了越来越多的孤儿,他们在生活、学习、心理等各方面陷入困境,成为最脆弱的群体,出现严重的人道主义危机。为了实施对孤儿的全面、稳定、长期的救助,以实际行动发动社会力量弥补政府对脆弱儿童提供的公共服务的严重不足,我们开始在当地乡村学校创办全寄宿制的爱心班。

    在普查核实孤儿的基础上,我们在孤儿较多的乡镇与当地教育局和妇联合作,把适龄的失辍学孤儿集中在乡村小学,开办爱心班。由学校提供教室、宿舍和师资,我们负责筹措资金为孩子提供学习和生活用品,以及每个月的生活费。给每个爱心班配备厨师和管理员,保障他们的生活和学习。我们也通过各种方式让资助人对孤儿的学习、生活情况有一个全面的了解,不仅让他们之间能够直接通信、见面等,还在每个学期末附上孩子们的成长表,记录孩子们的点滴成长。并向资助者通报资金使用情况。

    自2005年至今,我们先后创办了12个爱心班。为了解决爱心班过于分散、管理成本高的问题,我们还把美姑县的六个爱心班合并创办了“美姑县索玛花爱心学校”。至此,我们救助的孤儿达639名,是本土长期救助孤儿最多的机构。在这五年中,我们从早期争取机构短期支持为主转向协助全国各地爱心人士与孤儿建立长期异地助养关系为主,搭建了一个社会广泛参与的公益平台,形成了一个稳定捐赠群体,成功地探索出了一种能够获得稳定资金来源以长期救助孤儿的模式。

一、项目实施的背景

    川滇交界的大小凉山是中国最大的集中连片的贫困地区之一,目前仍有130万人生活在绝对贫困线以下。近年来,这里又成为中国毒品和艾滋病问题最严重的地区。毒品和艾滋病造成的新的贫困以及各种社会问题越来越严峻,妇女和儿童的处境日益恶化。由于艾滋病感染者已进入发病死亡高峰期,孤儿越来越多的。据不完全统计,凉山的致孤儿童已近万人。这些孤儿大部分由年迈的祖父母抚养,普遍缺乏食物、营养和医疗,因为严重缺乏营养而导致各种疾病甚至死亡的现象不断发生;大多数适龄孤儿失学辍学在家,承担繁重体力劳动,身心遭受严重摧残。儿童被拐卖或被骗当童工的现象也非常严重。

    2008年4月28日,《南方都市报》发表了题为“四川凉山童工被骗广东东莞打工的悲惨遭遇”。 2009年1月,<南方人物周刊>发表了题为“毒品笼罩下的彝族艾滋孤儿”。这两篇在全国媒体上被广泛转载的报道,一度引起公众对凉山彝族乡村儿童状况的强烈关切。如何救助这些最脆弱的儿童是摆在政府和慈善公益组织面前的迫切任务。

二、项目期望达成的效果

    2005年3月,一群彝族知识分子在凉山发起成立——凉山彝族妇女儿童发展中心,以受毒品、艾滋病和贫困影响的妇女儿童为主要目标人群,一方面深入开展调查研究,揭示凉山致孤儿童的生存状况,推动政府和社会采取救援行动;另一方,积极筹措资金,探索长期稳定综合救助孤儿的途径和方法。

    通过调查研究,我们把救助对象锁定为失辍学的孤儿。而我们面临的问题是如何利用有限的资源最大限度的让这些孩子在生活、学习和心理等方面都获得帮助。我们期望达成的效果是使获得救助的孤儿在衣食无忧的情况下,安心在学校读书,与其它孩子一起健康快乐的成长。

    我们的长远目标是:不能让一个儿童因为失去父母而丧失受教育的机会和权利。

    我们最终选择的做法是创办爱心班和爱心学校。我们与凉山各县的妇联和教育局合作,在孤儿较多的乡镇中心小学创办与国家九年义务教育相配套,对贫困孤儿实行全寄宿制教育的特殊班级。由当地中心小学提供教室、宿舍并安排授课教师,由本中心负责筹集资金支付每个孩子的学习、生活和医疗费用,同时为每个爱心班聘请生活管理员和厨师,负责照顾孩子的日常饮食和学习及心理辅导。

    2010年9月,我们又把美姑县的6个爱心班集中起来,办了一所爱心学校。从而提高了管理水平,节约了管理成本,孩子们也得到了更全面的服务。

三、项目进度

    在2005年9月,在布拖特木里镇创办第一个爱心班,救助45个孤儿。

    2006年9月,在中美商会提供的为期1年的项目资金的支持下,开办了美姑大桥和昭觉四开两个爱心班,使90名孤儿获得了学习和生活救助。

    2008年10月,喜德县和越西县又办了两个爱心班,让98名孤儿圆了上学梦。

    2009年10月,在美姑县觉洛乡开办一个爱心班,新增救助51个孤儿。开始探索“一对一异地委托助养”方法。

    2010年9月,我们在李连杰壹基金、顺丰慈善基金会、中国青少年发展基金会莲花爱心基金、《好管家》&I Do儿童基金会等的支持下在美姑县新开了四个爱心班。我们把这四个爱心班以及美姑大桥爱心班、美姑觉洛爱心班集中在美姑县巴普初级中学,成立了“美姑县索玛花爱心学校”。

    2010年10月,在北京高力国际灯具港的援助下,我们在昭觉庆恒中心小学新开了两个爱心班,新增救助105名孤儿。

    自2005年9月创办凉山第一个爱心班以来,我们先后开办了12个爱心班,共扶持了629名适龄孤儿,使本中心成为长期救助孤儿最多的本土机构。更重要的是,在我们的影响和带动下,其它机构又陆续在凉山开办了30个爱心班,使获得长期救助的孤儿达到2000多人。

    在实施“爱心班”项目的过程中,我们的主要做法是:

1.   通过大量宣传,多方筹措资金,整合社会资源,让更多的社会力量和爱心人士参与到凉山的儿童救助活动当中来。2005年在凉山彝族妇女儿童发展中心正式注册后仅一个月,就在西昌成功地举办了一次公开筹款活动。当地政要和社会人士纷纷出席,现场筹集到约20万的现金和物质。2007年12月1日,在西昌市举办了“情系凉山、抗击艾滋、救助孤儿”大型慈善募捐义演,募集资金60余万元。

2.   深入毒品和艾滋病严重的乡村普查核实孤儿。为了把筹到的资金用到最困难的孩子身上,救助最需要救助的人,我们每年都派出志愿者和工作人员,进村入户,实地核实孤儿的情况。凉山的自然条件和交通障碍给入村核实孤儿带来了巨大的困难,但是我们坚持对每个孤儿的情况进行核实。2005年,中心组织了中央民族大学两个毕业班的60位学生深入凉山乡村进行孤儿调查,足迹遍布两县7乡1镇。2006年组织西昌学院的大学生志愿者,对美姑县大桥片区和昭觉县四开片区的致孤儿童进行了普查。2010年,中心派出了两组工作人员对美姑全县和昭觉县两个片区开展普查,最终确定了350个受益孤儿名单。

3.   为每个爱心班聘了管理员和厨师,负责孩子们的日常生活和成长。“爱心班”实行全寄宿制,爱心班所在学校所属的教育局负责提供教室、宿舍并安排授课教师;中心为他们提供所有的生活和学习用品,包括床、被褥、衣物、文具等等。同时,由于孩子们年龄小,生活自理能力差,生活管理员负责照顾孩子们的日常饮食起居,保障孩子们的安全。而专门聘请的厨师更能保障孩子们的营养和健康成长,规定孩子们一个星期必须有两餐吃肉。

4.   做好孩子们的成长记录,及时提供给资助人孩子们的相关信息。我们聘请的管理员会详细地记录每个孩子的成长状况,在每个学期末,由中心工作人员把这些信息汇总,填好孩子的成长表,发给每个孩子的资助人或资助机构。

5.   保障孩子们与资助人之间的长期的、稳定的关系。我们通过各种方法,使孩子与资助人之间尽可能多地沟通和交流,以使他们之间能够更加熟悉、了解,建立亲密的、稳定的关系。这种关系对于孩子们的心理健康成长是至关重要的,实际上,这种关系弥补了他们对于家庭关爱的缺失,使得孩子们能和其他小孩一样在温暖和关爱下成长。

6.   通过各种渠道,给孩子们最好的教育。在寒暑假,我们会分期分批的把各个爱心班的孩子集中到西昌来,举办夏令营和冬令营活动。在每年的寒暑假,都有来自世界不同地方、不同大学的志愿者来给孩子们开设手工、音乐、美术、音乐、写作等各方面的能力拓展活动以及心理辅导,有的孩子也会被送到北京等地与资助家庭渡过一个充实、快乐的假期。

7.   及时对患病的孩子提供医疗救助。至今已挽救了5个身患重病的孩子的生命。

四、项目创新之处

    爱心班项目开展五年以来,受到了社会各界的肯定与好评,取得了巨大的成绩。爱心班的平均学习成绩是所在学校同年级乃至全校最好的。进入爱心班以后,孩子在身体健康、生活、卫生习惯、纪律组织、语言交流、知识学习、性格等各方面的变化都是显著的。在爱心班成长的孩子各方面的能力都比较突出,性格也很开朗,同时他们也很懂得感恩,相信他们在长大之后能够成为民族的精英分子。和其它儿童救助方式比较起来,爱心班的主要创新之点在于:

1、创造了“一对一异地委托助养模式”,改变了以往单纯经济资助的方式,以建立亲情关系为核心,实施综合救助。爱心班孤儿和管理员之间、资助人之间以及中心工作人员之间的关系是爱心班成功的关键。管理员每天和学生朝夕相处,对学生的情况非常了解,实际上,他们就是学生日常生活当中监护人。资助人和孩子之间的感情是孩子获得外界认可、外界关爱、外界联系的最重要的部分,这是他们和外界沟通、了解外面世界的最重要部分,资助人对他们的期望和关爱也是他们学习成长的最重要的动力。中心的项目督导人员每两个星期会去学校督查、看望孩子,了解他们的所需和学习进展,把情况向上汇报,及时解决存在的问题。项目工作人员就是孩子们家庭成员的一部分,是他们的爸爸、妈妈、姐姐、哥哥,每次项目工作人员进入学校看望孩子都会被孩子们团团围住,孩子们真心地希望看到这些自己的亲人。

2、实现了民间非政府组织救援、社会力量资助、政府教育管理三方面的结合。既避免了资助人和孤儿之间单纯的经济援助,也避免了民间组织在孤儿的学习、成长、管理当中的缺失,也填补了政府公共服务的不足。

3、实行全寄宿制,集中管理。这样既能节约成本,也能使孤儿的生活和学习能够更加稳定,不会受到各种情况的耽误。另外集中教学能够使孤儿相互之间建立比较亲密的关系,同学之间能够相互照顾和关爱使得爱心班成为一个共同学习、生活的家。

4、开展传承民族文化的教育。这些孩子们除了接受学校安排的各种课程以为,中心还聘请老师为孩子们教授彝文、彝族歌舞、手工等,使得这些孩子能够成为民族文化的传承者。

五、项目面临的困难和挑战

1、如何获得长期稳定的资助是我们从项目实施以来就面临的最大的困难。2009年10月以前,我们的救助资金是通过举办慈善募捐活动或者向机构申请的短期资助项目。所以,爱心班办的越多,我们的压力越大。自2009年10月,我们尝试通过建立“一对一异地委托助养”的模式取得成功,使大多数孩子获得了长期资助,但是,现在仍有几个由机构资助的爱心班,不能保证能够提供长期支持。

2、我们的爱心班就分布在凉山的布拖、美姑、昭觉、越西、喜德等县的乡镇,给我们的管理带来了很大的困难,增加了我们的管理成本。而且乡村学校教学质量较差,部分孩子的学习成绩难以提高。“美姑索玛花爱心学校”就是为了解决这些问题而建立的,这是我们所取得的一个新的突破,从爱心班到爱心学校使我们的儿童救助工作出现了一个新的局面。但是“美姑索玛花爱心学校”是放在美姑巴普初级中学的,一个学校两个牌子。由于巴普初级中学是当地比较好的一所中学,生源好,他们的教室、师资、宿舍都比较紧张,我们面临着必须尽快搬迁另外选址建校的问题。另外,我们还有其它6个爱心班还处在分散状态。因此,我们急需筹措资金建立一所完全独立的爱心学校。

3、由于这些孤儿分散在大小凉山的17个县市的边远乡村,需要大量的人力和物力开展普查、核实和说服动员工作,工作量很大,但是,我们没有专门的经费广泛开展这项工作,制约了我们进一步扩大救助范围。

4、由于经费紧张,每个管理员和厨师的工资只有600—800元,我们只能在当地农村聘用文化水平不高的人员。管理人员素质不高,也限制了办学效果的提高。
