　　人民网北京11月28日电 （记者常红）“艾滋病受影响人群扩大，并呈现女性化趋势。艾滋病病毒感染者和病人中，女性占30.5%，经异性传播的占44.3%。对于女性艾滋病病人和感染者来说，她们面临较男性更为严峻的挑战：她们的婚姻家庭生活更为脆弱、子女健康与教育的担子更为沉重、对权利的需求更为迫切、面临的心理压力更为沉重。”

　　为进一步维护妇女权益，深化艾滋病防治工作，消除社会歧视，营造良好的社会氛围。在第23个“世界艾滋病日”即将来临之际，全国妇联权益部和法律帮助中心11月28日以“关注妇女.女童.社会性别与艾滋病”为主题京举办“妇女权益与艾滋病”高层论坛暨社区行动试点启动会。

　　全国妇联副主席、书记处书记甄砚、联合国儿童基金会驻华代表处代表魏英瑛女士和卫生部疾控局副局长、国艾办副主任郝阳发表致辞，并共同点亮红丝带，启动了“妇女权益与艾滋病”社区行动试点项目。中国疾控中心性病艾滋病预防控制中心副主任、教授汪宁做了艾滋病流行形势与国家应对专题报告，中国疾控中心性病艾滋病预防控制中心政策与信息室辛倩倩介绍了六省艾滋病社会性别分析报告。与会代表倾听了艾滋病感染者心声，并就妇女权益与艾滋病社区行动试点进行分组讨论。

　　全国妇联副主席、书记处书记甄砚指出，国际社会更加有力地关注艾滋病防治工作，联合国将2009年至2010年世界艾滋病日的主题确定为：“普遍可及和人权”，意在强调实现艾滋病预防、治疗、关怀和支持的普遍覆盖是保护人权的当务之急。今年7月在维也纳召开的第18届世界艾滋病大会将“行动起来，维护权利”作为大会主题，提出了“权利，就在此时此地”的口号。权利，已经成为反对歧视的核心，关注权利也成为国际社会改善艾滋病病人和感染者生存状况的重要措施。

　　甄砚指出，中国政府高度重视艾滋病防治工作，全面实施艾滋病防治政策，保障感染者和患者接受医疗、救助的权益。全国妇联在卫生部、国艾办的具体指导和大力支持下，围绕“遏制艾滋，履行承诺”的宣传主题，认真地落实《艾滋病防治条例》、《中国遏制与防治艾滋病行动计划（2006—2010年）》，并制定《全国妇联预防与控制艾滋病战略规划》。2010年艾滋病综合防治示范区已达到309个。2008年4月，全国妇联争取中国移动通讯有限公司捐助5000万元，实施中国温暖“12.1”爱心基金项目。截止2010年11月，该项目已覆盖15个省的近300个县，资助儿童累计达12931人。各地妇联充分利用“三八”妇女维权周、6.26禁毒日、12.1世界艾滋病日等重要节日契机，以家庭和社区为重点，不断深化“预防艾滋病，健康全家人”活动，进一步提高了女性和家庭成员参与艾滋病防治工作的意识和能力。同时，全国妇联还积极争取国际项目的合作，也收到了良好的社会效果。

　　甄砚强调，虽然在党和政府的关心下，在社会各界的支持下，包括女性在内的艾滋病病人和感染者的权益得到了有效保护，生活环境和社会环境在不断优化。但同时我们也要看到，艾滋病疫情不容忽视，部分地区和高危人群疫情严重，艾滋病受影响人群扩大，并呈现女性化趋势。艾滋病病毒感染者和病人中，女性占30.5%，经异性传播的占44.3%。对于女性艾滋病病人和感染者来说，她们面临较男性更为严峻的挑战：她们的婚姻家庭生活更为脆弱、子女健康与教育的担子更为沉重、她们对权利的需求更为迫切、她们面临的心理压力更为沉重。因此，维护艾滋病病人和感染者，尤其是女性病人和感染者的合法权益，改善她们的生活状况是包括妇联在内各有关部门义不容辞的责任，也是直接关系到社会和谐稳定的重大社会问题。

　　论坛上，与会者一致认为，深化艾滋病防治、维护妇女权益必须要认清形势和面临的挑战；深化艾滋病防治、维护妇女权益必须要强化性别意识；深化艾滋病防治、维护妇女权益必须要积极赋权；深化艾滋病防治、维护妇女权益必须要从社区抓起；深化艾滋病防治、维护妇女权益必须要采取联合行动。

　　全国妇联权益部部长蒋月娥作对做好下一步工作提出了三点思考和建议。

    首先要创新理念。做好艾滋病防治工作，不仅关系到艾滋病病人和感染者的基本人权，也关系到社会的和谐稳定。今后，应该不仅关注艾滋病疫情的严重程度，更要关注权利的实现与落实。不仅要关注女性艾滋病病人和感染者与男性面临的相同问题，更要关注女性基于性别的特殊权利。不仅要注重知识的传播，更要注重人们行为的改变。

    二是行动起来。要通过多种渠道、多种方式行动起来。推动政策和法律的出台与落实，加强业务指导，争取各方面资源，进一步深化艾滋病防治工作，特别要使艾滋病病人和感染者获得必要的社会援助和基本保障；积极开展社区行动试点。社区是一个最贴近群众的宣传服务阵地，社区行动是动员全社会共同参与防治艾滋病工作的具体措施，所以要在试点当中积极探索社区工作的方法和模式，以家庭为基本单位，深化对妇女面对面教育和服务，要更加关注女性艾滋病患者和感染者的切身利益；加大宣传力度，利用“三八”妇女维权周、6.26禁毒日、12.1世界艾滋病日等重大节日契机，结合“面对面”的宣传教育和“12.1”项目活动，面向社会公众和广大妇女群众大力开展预防艾滋病、维护妇女权益和反歧视的宣传。

    三是加强研究。在工作中要注重调查研究，要定量分析与定性研究相结合，理论研究与实地调研相结合，进一步增强工作的针对性与实效性。

    今年12月1日是第23个世界艾滋病日，主题是“遏制艾滋，履行承诺”。长沙市疾病预防控制中心专家呼吁市民：预防艾滋病是全社会共同的责任，从我做起，保护自己，关爱他人，让我们每一个人都远离艾滋病的威胁。

    长沙市自1992年首次在归国人员中检测出艾滋病病毒感染者以来，之后每年都有艾滋病病毒感染者或艾滋病病人报告。在已发现的感染者中，主要是通过性传播而感染。值得关注的是，我国与全球均面临着艾滋病防治的严峻形势，长沙市的情况也不容乐观，艾滋病已从高危人群向一般人群蔓延，艾滋病感染者不仅发生在吸毒、卖淫、同性性行为等高危人群中，在青年学生、孕产妇、儿童中也有个别病例报告，并出现了婚内性生活感染者。

    长沙市疾控中心专家呼吁市民，艾滋病重在预防，洁身自好是保护自己、关爱家人的最有效措施。每一个人，都有责任关心、不歧视艾滋病人，帮助他们树立正确的态度面对社会、生活。

    “只要不是通过性传播、母婴传播、血液传播三种途径与其接触，是绝对不可能感染艾滋病的。”专家提醒，市民可在长沙任何一家疾控中心免费获得防艾知识咨询以及检测服务（市疾控中心咨询电话：84747741），个人信息将受到严格保密；经济困难的艾滋病人还可免费获得抗病毒治疗药物。对于艾滋病感染者而言，树立信心，积极治疗，能够有效提高生活质量。
