中国网11月24日讯 在2009年第22个世界艾滋病日前夕，《2009年全球艾滋病流行报告》暨《2010年艾滋病防治前景展望》新闻发布会举行，公布全球和区域最新艾滋病疫情估计以及疫情的流行趋势，这是定期更新的全球疫情报告首次在中国发布。联合国的艾滋病规划署执行主任米歇尔·西迪贝，中国卫生部部长陈竺，社会工作者赵春丽出席了发布会。

我是来自世界卫生组织，我想我们现在面临两大方面。第一是治疗。第二是预防。我想这是最重要的两个方面。

讲到治疗，现在有超过400万的人群接受了HIV的治疗，这些人主要在中低发达国家，那是到2008年为止的数据。2007年底相比这个数据增加了100万，可以看到过去五年里面治疗方面取得了很大进步。32%需要艾滋病治疗的人群现在接受到了治疗，这些人是来自于中低发达国家，这对我们来讲非常重要。转变为一些统计数据的话是怎么样呢？看看我们的文件第17页，这是很重要的一些数据，这里写到治疗挽救了190万的人口，这是这里的第五项数据，我觉得这是非常重要的数据。我们大家也都听说了，现在一些新发病，新感染的人群数据下降了，而且艾滋病感染者整体的数据增加了，这有两个原因。第一个原因是因为治疗手段提高了，所以艾滋病的感染者现在的寿命增加了，而且生活质量提高了，这是第一个原因。

第二个原因，我们现在还是看到了很多新的发病人群，那么我觉得我们应该主要关注第二方面的发病，就是新发病人群，我一直跟米歇尔·西迪贝探讨，如何来预防，预防，预防。在这个报告里面，我们给出了一些非常重要而且令人鼓舞的数据，很抱歉，我总是要大家参考这本文件。第14页这里有一个数据是关于预防的，就是母婴传播的，通过这些的预防措施我们挽救了20万婴儿的生命，这也是很重要的成就。我们也系统性的提高我们艾滋病防治的知识来进一步的提高我们的预防效果。在这个报告里面，直接我引用了一些数据，那么我们现在新的预防的策略可能不包含中国，因为中国现在的发病率不高，但是在非洲我们现在的预防知识是非常重要的，是我们新的一个预防措施，所以我们这个也是可以进一步推动的方面。

同时，艾滋病的预防我们对现在的现状还不够满意，我们要进一步的增加我们在全球各地的测试服务的可获得率。我想这里有一些报告，这些报告看到了我们的进步，当然我们也可以从中看出我们还有很多的挑战，但是这些信息还是令人鼓舞的。陈部长，中国做了一个很好的例子，当然你们也因为注射用药者，注射吸毒者那里还是存在着一些挑战的，但是中国正在取得巨大的进步，到现在为止，中国的进步是非常的快。有的时候，我听说艾滋是个老问题，现在粮食危机，环境危机。是的，我们现在面临着很多的危机，这是我们必须接受的现实。

但是我们还是要再一次的强调，艾滋病很不幸也会继续成为我们公众的一大问题之一，我们这个问题不会在短期之内得到解决，即使米歇尔·西迪贝先生以及我自己，我们可能会七天工作，每天工作24小时，但是我们也不可能在近期的未来完全解决这个问题，就像我们说的我们还是有希望的，我们必须携手共同对艾滋展开斗争。WHO是非常重要的，我们需要把我们的防治以及我们预防的措施得到持续的改善和提高。这样我们的一些成员国家就会利用我们得到最新的最新的数据来帮助到他们的社区，包括帮助到他们的人们。陈冯富珍总干事也是非常有信心来和艾滋病做斗争的。非常高兴来到中国参加这个会议，谢谢大家。
