一个社会和国家文明不文明，不仅体现在对弱者的态度上，也体现在对社会和国家功臣的态度上。

对于弱者，社会越文明，必然越具有人道主义关爱精神。一个欺凌弱者的社会，与丛林社会是没有什么区别的。另外，对社会和国家的有功之臣，能不能有感恩心态，也体现了一个社会和国家的文明水平。比如，对有学术贡献的大学者和大思想家，社会能否给予应有的尊敬；对有战功的人，在和平时期能否也能得到应有的尊敬；对一些劳动模范，能否给予实质的尊敬，而不仅仅是面子上的；等等。若一个社会，表现为“狡兔死，良狗烹；高鸟尽，良弓藏；敌国破，谋臣亡。”这样的状态，是很难被定义为文明的。

社会如何更加文明，良心是基石。没有良心的社会，必然是功利主义的，必然是机会主义的，必然是悲剧的循环。

如何解决良心问题？文化建设是基础工程。其中，敬畏、理性、诚信意识，是良心的三大支撑，也是文明社会的三大支撑。
