宋圭武观点76：要防房地产推动的城市化对农民的三次伤害

个人认为，发展中人口大国在推进城市化的过程中，要严防房地产的过度扩张所引致的诸多问题，尤其要注意保护好农民利益。拙见请大家参考。

在以房地产为主动力推进的城市化过程中，农民的利益可能会遭受到三次损害。第一次，农民以土地使用者或土地所有者身份，廉价出让土地，农民只得到很少一部分补偿。第二次，农民以农民工身份为城市化建设低工资打工受到剥削，自身只得到自身创造的很少一部分价值，有的甚至就一点可怜的工钱也不能及时拿到。第三次，在失去土地的情况下，农民自身又高价购买自身在城市建造的房子，这等于原先得到的一点可怜收益，也被别人全部拿走，甚至还需要以后几十年的奋斗才能彻底还清房贷。在这种情况下，名义上是农村人变为城市人，其实是城市为自己造就了一个可供长期雇佣的廉价劳动力阶层。另一面，农村又存在空心化和撂荒化。在这种情况下，一方面，城市可能会产生大量贫困人口；另一方面，国家粮食安全将面临极大威胁。城市大量贫困人口，加粮食安全威胁，国家政治安全将面临极大考验，国家需要高度警惕。在以房地产扩张为主动力推进的城市化中，一定要注意保护好农民的利益。
