个人认为，制度建设，一定要注意与文化相容问题。比如，引进一项制度，若与本土文化不相容，最终引进制度必然低效或无效，甚至产生负效应。比如匿名投票选干部制度设计，在面子文化和关系文化背景下，其结果必然误差很大。文化的力量强大。若制度与文化不相容，则制度会不断被文化所蚕食，最终让制度成为空壳摆设。所以，制度设计或引进，一定要考虑文化因素。
