广东8000万元引进艾滋病研究团队

多年来广东围绕经济社会发展需要,大力实施人才强省战略,昨日,广东省人力资源和社会保障厅党组成员、广东省外国专家局局长覃立模在深圳,向来自国内外的媒体记者介绍十二五期间人才引进计划时说,广东将在现有基础上,力争再用5至10年时间,引进100个具有国际国内先进水平的创新科研团队,引进100名能够带动新兴学科、发展高新产业、引领先进文化的领军人才。同时,通过积极实施“南粤百杰”、博士后培养工程,积极探索建设“人才特区”等形式,不断壮大广东人才队伍。
至今已引进31个世界级团队
在昨日举行的深圳大运会赛时广东省系列发布会上,广东省人力资源和社会保障厅党组成员、广东省外国专家局局长覃立模向来自国内外的媒体记者,介绍了广东省“十二五”期间人才引进情况。
覃立模介绍,2010年和2011年我省两次评审引进了具有世界先进水平的创新科研团队31个、领军人才31名,每引进一个创新科研团队,省财政给予1千万至1亿元不等的专项经费支持,每引进1名领军人才,省财政给予500万元专项经费和100万元税后住房补贴。其中“最贵”团队是中山大学张辉教授领军的艾滋病研究团队,引进费用为8000万元,覃立模透露,目前该项目已经有了很好的发展。今年初,我省还进行了首届南粤功勋奖、南粤创新奖评选活动,获奖者分别获得3000万元和500万元的奖励。这些举措在国内外引起了巨大反响,对广东吸引集聚高层次人才,起到了十分重要的作用。
粤国(境)外专家拥有量全国首位
覃立模说,截至2010年底,全省人才总量达1630万人,比十五期末增长37.6%,其中,专业技术人才达到420万人,比十五期末增长25.8%。目前全省拥有具有博士学位或高级以上职称的高层次专业技术人才达22万人,比十五期末增长46.7%,在粤工作的两院院士达86人(含双聘院士46名),拥有国家级“新世纪百千万人才工程”人才82名,政府特殊津贴专家5048人,博士后4300多人,拥有留学回国人员约7万人,居全国第三位。每年在我省工作的国(境)外专家约13万~15万人次,居全国首位,占在华国(境)外专家总数的三分之一,到目前为止,来粤工作的国(境)外专家累计超过200万人次。
覃立模介绍,“十二五”期末,我省人才资源总量将达到1950万人,其中专业技术人才达550万人,高技能人才达到400万人。着力引进一批具有世界一流水平、对我省产业发展有着重大影响、具有重大经济效益和社会效益的创新科研团队,力争用5至10年时间,引进100个具有国际国内先进水平的创新科研团队,引进100名能够带动新兴学科、发展高新产业、引领先进文化的领军人才。
覃立模介绍,近年来广东紧紧抓住国际金融危机爆发后国际高层次人才加速流动的机遇,赴欧美发达国家举办高层次人才洽谈会,引进和联系了一批我省急需的海外高层次人才,建立了10个面向全球招聘高层次人才的人才工作站。我省将在现有7个海外人才工作站基础上,在加拿大、澳大利亚、英国、日本和俄罗斯等国家,分别设立一个以上人才工作站,使我省海外引才引智机构布局更加合理,人才服务网络更加完善。
探索建设5个“人才特区”
覃立模说,广东还将继续办好广州留交会、深圳国际人才交流大会、深圳高交会、佛山博交会,争取博交会永久落户佛山。加快推进中国东莞留学人员创业园建设,依托产业带和产业集群,加快人才集聚,建设10个左右“人才走廊”,在有创新创业优势的大型企业、高等院校、科研机构和高新技术开发区、留学人员创业园,建设50个左右省级海外高层次人才创新创业基地。在我省创新型企业和高新技术企业中建立100个左右院士工作站。在有条件的国家级、省级技术开发区和高新区及科学城建设5个左右的“人才特区”,实行特殊的吸引人才政策,加大项目资金扶持力度,为人才发展提供高质量的服务。
