流浪儿、父母服刑的孩子、艾滋病患者儿女将获救助

8月10日，省民政厅召开新闻发布会，介绍我省出台的孤儿和困境儿童福利政策。
9000名孤儿每月有经费保障
省民政厅统计，目前我省孤儿总数约有9000名，其中福利机构集中养育近3600名，社会散居孤儿5400多名。
今年6月28日，经省政府同意，省政府办公厅印发了《关于加快发展孤儿和困境儿童福利事业的意见》，昨天，省民政厅召开新闻发布会，介绍面向孤儿和困境儿童的新的福利政策。
针对孤儿，我省采取鼓励公民依法收养、推进家庭寄养、强化亲属监护、提倡社会助养、完善机构供养等多种方式，简单地说，分为两种，一种是福利机构养育，一种是各种形式的社会散居养育。
不论哪种方式，浙江省规定孤儿生活水平不能低于当地平均生活水平，其中，福利机构养育的孤儿年基本生活最低养育标准按不低于当地上年度城镇居民家庭人均消费性支出的70%确定；社会散居孤儿年基本生活最低养育标准按不低于当地福利机构孤儿基本生活费标准的60%确定。具体标准由各地明确，但不得低于民政部规定的最低养育标准要求，即福利机构养育不低于1000元/人·月，散居孤儿不低于600元/人·月，费用由中央、省和地方一起拨付。同时，还将建立和物价涨幅联动机制，给予动态价格补贴。
此外，城镇孤儿应当参加城镇居民基本医疗保险，社会散居的农村孤儿应当参加新农合医疗，其个人缴费部分由财政承担，孤儿医疗费用先按规定在城镇居民基本医疗保险或新型农村合作医疗基金中报销，不足部分在医疗救助资金中解决。
在孤儿的教育、住房、就业等方面，我省也规定了一系列的优先优惠政策，将其纳入优先安排解决和免除各种费用的范畴。
首次将非孤困境儿童
纳入救助范围
“以前我们主要救助的是孤儿，这次，我们新增了困境儿童，将这一群体也纳入救助范围。”省民政厅副厅长万亚伟介绍，所谓困境儿童，是指流浪未成年人和其他原因暂时失去生活依靠的未成年人。“其他原因”包括事实无人抚养儿童、艾滋病患者的子女、父母服刑或戒毒期间儿童、贫困家庭患重病和罕见病儿童等。
对于困境儿童，我省将比照孤儿进行生活救助；对暂时查找不到家庭的流浪未成年人延长救助和教育实践，无法查明身份的，由儿童福利机构进行安置；对患大病的贫困家庭儿童给予医疗救助；将贫困家庭0-6岁残疾人儿童纳入“浙江省贫困残疾儿童抢救性康复项目”。
寄养细则正在酝酿
在一些发达国家和国内一些发达城市，大多采用家庭寄养的模式抚养孤儿，家庭寄养也是我省将来主导的一种方式。
不过，哪些家庭具有寄养资格，如何申请等一系列细则都还在酝酿之中。省民政厅一位负责人介绍，新政已经起草完毕，正在听取意见进行修改阶段，将对家庭寄养的各个细节进行规定，比如政府给孤儿的生活救助费如何发放，如何对寄养监护人进行培训，如何监督监护人真正将钱用在孤儿身上，如何设置惩罚措施以及奖励和鼓励方法。
“我们首次明确提出了建立城乡社区儿童福利督导员制度。”万亚伟说，除了福利机构是利用制度完善来监督孤儿生活费使用情况，散居户和困境儿童实行的是督导员制度，县级民政部门将与孤儿监护人签订协议，对监护人提取、使用孤儿基本生活费以及养育状况提出相应要求，明确监护人依法履行的监护职责和抚养义务，督导员将协助调解孤儿监护人家庭纠纷、做好孤儿维权工作，并监督孤儿抚养的情况。
提高孤儿“妈妈”们的福利待遇
在浙江民政康复中心，目前收养了100多名残障孤儿，在二楼的一间房间住着一些脑瘫和智障的孤儿，照顾他们的“妈妈”们说，每天要照料他们的生活起居，带他们去康复训练，吃饭时不仅要将饭菜调配好，还要喂他们吃饭，是一项充满爱心和繁杂的工作，但他们的收入却比不上幼儿园的教师。
今后，浙江省将加快这类专业护理人员的培养，并逐步提高儿童福利机构工作人员的工资福利待遇，将他们的专业技术职务评定纳入教育、卫生系统职称评聘体系。
万亚伟介绍，浙江今后还将建立儿童福利机构的体系，“第一步是到2012年，全省各市都要建有一所具备养护、医疗、康复、特教功能的儿童福利机构。”接下去要完善目前66个县级儿童福利机构，鼓励社会力量建设，并在社区建立儿童康复站，将服务延伸到家庭。据每日商报
