“国际组织冻结上亿美元对华援助”追踪
因认为我国在艾滋病防治项目实施过程中社会组织参与程度不足、存在财务管理问题，全球抗击艾滋病、结核病和疟疾基金会（以下简称全球基金）日前冻结上亿美元对华援助资金。（见本报5月29日报道）昨天记者从市卫生局获悉，按照卫生部的统一要求，本市将在下周启动该项基金的督察行动。市卫生局表示，截至目前，本市对全球基金资金的使用情况正常，拨付给社会防艾组织的比例均依照国家要求进行。

上亿美元资金冻结三月
今年年初，全球基金地方代理机构委托的外部审计事务所在对我国部分项目省若干项目县的财务核查中发现一些问题，全球基金总部据此认为，中国申请继续拨款的几个前提条件和特殊条款没有完全达到要求，决定停止对我国除治疗病人以外的所有项目拨款，资金冻结期限为3个月。

各区县均成立督察小组
事发后，卫生部于日前召开会议，部署加强中国全球基金项目的管理。卫生部部长陈竺在会上要求各级卫生行政部门和疾控机构要进行全球基金项目的自查和整改，并鼓励和支持社会组织参与相关疾病防治工作。
本周，市卫生局召开会议，要求按照卫生部的统一部署及要求，在各区县成立“全球基金艾滋病、结核病防治项目督察领导小组”，各项目执行单位立即开展自查工作，对于发现的问题及时整改。下周起，市卫生局督导小组将对项目单位进行督导检查。
市卫生局要求，对于检查中发现的问题和违规操作一定要及时纠正，该追究责任的单位和个人一定要追究，决不姑息；各级卫生行政部门和疾控机构要建立严格的考核和责任追究制度，将项目工作纳入绩效考核内容。
市卫生局副局长赵春惠要求，各区县、各单位要从讲政治的高度重视全球基金项目；强化项目管理，确保科学、有效实施。同时，加强督导，严格财务审计制度，支持鼓励非政府组织参与。此外，各级单位要积极做好应对准备，减少全球基金暂停支付对本市艾滋病、结核病防治工作的影响。

冻结不会导致防艾停滞
对于全球基金援助资金在冻结期间，是否会导致本市防艾工作停滞的问题，市卫生局疾控处相关负责人明确表示“不会”。该负责人说，全球基金援助资金在我国的拨付情况主要向中西部及艾滋病疫情流行明显地区倾斜，而北京属于低流行区，所获资金相对较少。同时，本市的防艾工作有市级财政保障，“‘冻结’多少会有些影响，但不会影响我们正常工作的开展。”
针对有报道称我国全球基金援助资金被冻结的原因是未按要求将总额的35%拨给相关非政府组织一说，市卫生局表示，本市全球基金援助资金对以社会为基础的防艾组织的拨付比例完全是按照国家有关要求进行的，至今使用情况正常。
卫生部将于6月下旬在全国范围内开展全球基金项目的督导检查，确保项目的规范顺利实施。

双方已就经费分配达成一致
新华社日前报道称，中国全球基金项目国家协调委员会（CCM）主席、卫生部国际合作司司长任明辉表示，我国将加强全球基金项目督察和管理，CCM与全球基金秘书处对未来社会组织经费分配比例也已达成一致。
任明辉表示，作为中国全球基金项目中央执行机构，中国疾控中心一直高度重视全球基金的资金安全，2006年专门成立了包括审计部门在内的组织管理机构，每年组织对各级项目执行机构进行财务培训和开展专项督导检查。审计中，中国疾控中心发现操作层面上财务管理的不足，并已根据全球基金秘书处的建议采取措施解决有关问题。
他同时指出，最近全球基金提出了一些过去8年在项目管理中未明确提出的一些要求，我国需要在以后的项目实施过程中根据新要求加强督察和管理。
任明辉表示，CCM一直高度重视社会组织参与。在中国疾控中心与全球基金2010年艾滋病项目的协议中规定，社会组织参与活动经费占项目活动总经费的20%。但是，双方对于“社会组织”概念的理解不尽一致，中方认为社会组织包括协会、学会、人民团体、社区组织和感染者组织，而全球基金认为社会组织仅包括社区组织和感染者组织。双方就此问题多次沟通，目前已就社会组织参与项目问题基本达成一致意见。
据介绍，全球基金是目前我国卫生领域最大的国际合作项目。项目实施8年来，累计签约资金9.37亿美元，已执行资金5.48亿美元，还有可能得到承诺的经费为6.8亿美元。项目不仅有效补充了我国财政对艾滋病、结核病和疟疾防治经费的不足，还引进了国际上许多先进的防治经验，极大地推动了三大疾病防控。
2010年以来，全球基金项目与我国政府投入实施的3个疾病防治项目进行整合，项目覆盖的范围已经扩大到全国2/3以上的县、市。
