禁毒防艾急需保险保障

6月26日是国际禁毒日。在国际禁毒日前夕，人保财险云南德宏分公司与德宏州禁毒防艾工作领导小组办公室签订续保协议，为全州各县市的1500名禁毒防艾人员统一承保执法人员意外伤害保险。从2008年起，德宏州禁毒防艾办就开始为禁毒防艾工作者投保意外伤害保险。
本次协议每人保险金额2万元，连带被保险人保险金额1万元，附加意外伤害医疗保险金额1万元，附加家庭财产保险总金额5000元，其中家庭财产保险金额3000元，附加盗抢责任保险金额2000元。人保财险对该项目实行优惠费率，被保险人每人每年交纳保险费100元。
人保财险云南德宏分公司副总经理许本清告诉记者，本次协议采取由州、县禁防办按比例承担保险费的办法。陇川、梁河、畹町三地由州县禁防办按7∶3的比例承担保险费，而芒市、瑞丽和盈江则为5∶5。
德宏傣族景颇族自治州地处我国西南边陲，生活着傣、景颇、汉、傈僳、阿昌、德昂等多个少数民族，其南、西和西北三面与缅甸接壤。这里毒品交易猖獗，禁毒工作难度很大。尤其是禁毒防艾工作者在抓捕贩毒和吸毒人员时，经常遭到报复和破坏，有时是针对工作者本人进行袭击，有时是损毁其家庭财产。
2010年8月11日晚，德宏州五岔路派出所禁毒辅警李某（因安全原因，隐去真实姓名）在五岔路弯丹村委会帕河村民小组开展强收强戒吸毒人员专项行动，当他准备进入一名在册吸毒人员家中进行盘查询问时，被从屋里冲出试图逃跑的吸毒人员用力撞倒在地，左手第二、三指被碎碗割伤流血不止，随后送往州医院治疗。对此，人保财险潞西支公司向其支付了赔款共计5604.9元。
一位广东戒毒所工作人员向记者形容：“这些吸毒者是没有理智的，疯狂起来什么都做得出来。”吸毒者中很多都是艾滋病携带者。这位戒毒所工作人员坦言，工作危险系数很大，家人多次劝其换份工作。
尽管面临的风险很大，但是目前国内对该群体实施保护的大多还是人身意外险以及其扩展险种。作为我国毒品交易的“前沿”地区，云南、广东、广西等部分省市一直在探索如何运用保险对禁毒防艾工作者实施保护。
从2008年开始，“艾滋病职业暴露保险”被作为对此群体特设的一个险种频频见诸报端。所谓“艾滋病职业暴露”是指实验室技术人员、医生、护士、护理员、警察、监狱管理人员和工商、城管等工作人员，在从事艾滋病防治或其他相关工作中，可能被艾滋病病毒感染的情况。“艾滋病职业暴露保险”则是针对这种可能性和严重性而设计的一个特殊险种。
但是三年时间过去了，该险种始终呼之难出。其原因和其他特殊险种一样，在于这个禁毒防艾群体数量有限，不符合保险的大数法则。同时，一种公益性质的新险种需要保险监管、财政、卫生等多部门协商，协调难度不小。
