全球基金的抗艾资金停止拨付已达八个月,许多社区组织的活动无法开展
【财新网】(记者 戴廉)“我对目前的现状既乐观又担忧。”针对全球基金冻结上亿援华资金一事,联合国艾滋病规划署国家协调员/代表马克在接受财新记者采访时表示。
全球抗击艾滋病、结核病和疟疾基金会(The Global Fund to Fight AIDS, Tuberculosis and Malaria,下称“全球基金”)发言人赫斯特(Andrew Hurst)日前宣布,他们已在5月冻结了在中国的所有支出,涉及金额达上亿美元。
据马克介绍,自2010年10月起,全球基金已经停止了对艾滋病防治领域的拨款,其主要的原因在于资金管理以及公民社会参与方面的问题。
“全球基金注意到项目执行过程中存在着财务管理问题,比如经费使用与批准预算的一致性、经费使用情况的追踪与支出报告等;全球基金还表达了他们对于招募社区组织参与进度的担忧,并希望见到中国在这方面迅速采取行动。”马克说。
但马克也指出,“其中很多挑战已在中国全球基金项目中央执行机构2010年开展的一系列内部审计中得到发现,而政府正在对此采取行动。”
在公民社会参与方面,马克认为,中国政府已经在这方面做了很多工作。“中国全球基金中央执行机构已经作出决定,将增加社会组织参与的经费投入,加强社区组织的能力建设,并在中央以及各省建立政府与非政府组织之间的对话平台。”马克说,“非常重要的是,这些决定已经作出并且正在付诸实施。”
“中国全球基金项目国家协调委员会已经作出了承诺,会在2011年度将25%的预算用于社区组织。”马克说,“中国政府已经表示了更强的承诺。”
不过,马克也强调,中国应该加快社区组织的登记注册,更好地支持社区组织的发展。
据马克介绍,一周前,全球基金已与中国全球基金项目中央执行机构召开会议,制定了一份详尽的计划来解决这些问题,并要求中国方面在6月7日前出具一份关于下一步工作改进的报告。
近日,中国政府多次召集会议应对全球基金资金冻结一事。5月30日下午,卫生部部长陈竺(专栏)召集非政府组织(NGO)代表进行了座谈。此外,卫生部还专门召开了由各省级卫生行政部门负责人参与的电视电话会议,部署加强中国全球基金项目的管理工作。
马克认为,此次中国政府以如此高规格的团队来应对此事,令他对问题解决感到乐观。他认为这些举措将消除资金拨付与支出的障碍。而令他担忧的是,全球基金的抗艾资金停止拨付已达八个月,许多社区组织的活动无法开展。
马克表示,“我们同意全球基金提出来的意见,但是也希望尽快使所有项目回到正轨。”■
