防艾工程基本竣工指定人群得到救助

本报讯 记者昨天从省卫生厅了解到，省政府防艾办通报了艾滋病“四个一、三条线工程”竣工验收和运转情况督导检查结果。结果显示，我省防艾各项工程大部分已竣工并投入使用，指定人群得到有效关怀救助。
通报显示，第二批艾滋病防治重点村共建成艾滋病专用村卫生室10个，投入使用6个；累计建设道路31公里，道路情况良好；新建住房42户，修缮住房82户，发放房屋补助资金86.7万元；建成8套饮水设施建设，均已投入使用。第二批重点村已累计补助医疗救助款106.05万元；发放艾滋病孤儿、孤老生活救助款9.01万元；下发生活救助资金45.63万元。
同时，验收过程中也发现仍有部分工程项目未能如期竣工，主要为个别县的一套饮水设施、一条道路、一处住房等未完工。个别村卫生室因人员、管理等问题暂停运转，试行药品零差价后，村卫生室人员待遇保障不到位。少部分村道路毁损严重，维修管养不到位，责任单位和管养资金不落实。少部分村饮用水设施闲置，管养不善，运转效率低。住房建设、维修基金较少，新的困难家庭难以享受政策待遇。
另外，由于发病人数逐年增多，通过抗病毒治疗延长病人生命，需要增加医疗救助经费。生活救助标准偏低，特别是随着物价消费指数上涨，矛盾更为突出。我省将动员社会各界奉献爱心，关心帮助艾滋病人和家庭，努力消除社会对艾滋病的歧视和偏见。做好病人、感染者的随访、治疗关怀工作，救助到位，提高生存生活质量。

Because of the individual village health workers, management and other issues to suspend operation on a trial basis after the zero difference drugs, treatment of village health workers protection not in place. Less serious damage part of the village roads, maintenance of custody is not in place, the responsible units and Custody funds are not implemented. A small part of the village drinking water facilities idle, poor custody, operation efficiency is low. Housing construction, maintenance fund less difficult for the needy families to enjoy the new policy treatment.
In addition, because the number of incidence increased year by year through the life-prolonging antiretroviral therapy, the need to increase funding for medical assistance. Living standards of low relief, especially with the consumer price index rose, conflicts are more prominent. Province will mobilize the community dedicated love and concern to help AIDS and the family, efforts to eliminate discrimination and prejudice against AIDS. Good patient follow-up of infection, treatment, care work, relief in place and improve the life quality of life.
