日本經濟工業省原子能安全保安院15日公布，據東京電力公司講演，事發時間為6時10分左右，可能是2號機組反應堆的控制壓力池泛起損壞。原子能安全和保安院說，2號機組的核燃料棒露出水面約2.7米，露出長度差未幾是核燃料棒的一半。

發生爆炸聲後不久，福島第一核電站周圍監測到965.5毫希的輻射，之後下降到882毫希。據日本經濟工業省原子能安全保安院(簡稱保安院)估計，可能因為反應堆內水位下降而露出的燃料發生了過熱熔化，產生大量氫氣，並發生了爆炸。因為與1號機組的氫氣爆炸一樣，泛起了放射能等級的上昇，因此對20公裡范圍內的居民，已經要求進入建築物內躲避。這場危機並未就此中止。繼1號機組氫氣爆炸之後，3號機組當地時間14日上午11點01分又發生了爆炸。

   『國際核能事件分級表』把核事件按嚴峻程度分為零至7級。4級意味著核事件可定性為『事故』，將『在當地產生影響』。日本原子能安全保安院13日按照『國際核能事件分級表』，把核電站爆炸泄漏事故定為4級，即造成『局部性危害』。日本官員表示，這個等級有可能會跟著事態的發展而調整。日本共同社稱，這是日本的核電站首次發生堆芯熔化。

報道指出，堆芯熔化曾於1979年在美國三裡島核電站事故中發生，當時約45%的燃料熔化，放射性物質向周邊擴散。日本經濟工業省官員以為爆炸原因是因為部門燃料熔化，即發生『堆芯熔化』。據分析，因為堆芯水位下降，燃料徐徐露出水面，溫度高達1200度，因無法充分冷卻而受熱熔化。當時，該核電站正門四周的輻射量達到正常值70倍以上，1號機組的中心控制室則已昇至約1000倍。
