“主流社会没有给草根组织成长的空间，它们永远在‘被能力建设’”
【财新网】（实习记者 刘虹桥 15日发自北京）7月14日，在北京举行的中国艾滋病病毒携带者联盟研讨会上，部分草根艾滋组织代表直陈“被能力建设”，并呼吁政府和资助方切勿将草根组织的能力建设变为“能力摧毁”。
据全国艾滋信息资源网络（CHAIN）统计，目前中国已有超过300家草根艾滋组织。这些草根组织分布在全国各地，以多种形式深入农村、大学、社区，开展艾滋病宣传与教育，为艾滋病病毒携带者提供帮助等。
中国各级政府和一些国际组织对草根艾滋组织的发展给予了大力支持。多家草根组织获得合法身份，并且从政府部门、盖茨基金会、全球基金等渠道拿到一定资助。多个资助方和国际组织还在帮助这些草根组织进行能力建设。
多家草根艾滋组织的代表在发言中表示，这些支持对草根组织发展和中国艾滋病防控至关重要。不过，也有代表指出，资助方和国际组织的培训中理念性内容太多，有些内容不切合草根组织发展的实际需求。
中国艾滋病病毒携带者联盟秘书处联络人、爱之方舟感染者支持组织创办人孟林认为，大量不合时宜的培训耗费草根组织的时间和精力，甚至影响正常工作的开展。
“主流社会没有给草根组织成长的空间，它们永远在‘被能力建设’”，孟林说，“仿佛草根组织就是一个能力低下的群体。规划太多，干预太多，负担太多，草根组织都走不动路了。”
中国男同健康论坛主席、中国性病艾滋病防治协会常务理事童戈也指出，对草根艾滋组织的能力建设必须尊重其本土策略和本土经验，不要生搬硬套。
“相比能力建设，我们更希望在政策环境方面得到政府更多的支持”，一位来自河北的草根艾滋组织负责人告诉财新记者。■
