张枫：流动人口性问题堪忧 滥交导致性病艾滋病

7月11日将迎来“世界人口日”，广东省政府副秘书长、省人口计生委主任张枫昨天（9日）下午在省计生委主办的“世界人口日座谈会”上表示，今年世界人口日的中国区主题为“每个人都有贡献。”同时透露，今年广东将在全省范围内推行在自愿前提下的免费婚检和免费孕检“双免”政策，免费孕检中除国家规定的19项外，还特别增加了广东地区高发的“地贫”项目、“蚕豆”病也纳入检测项目。
在自愿的前提下免费婚检孕检
张枫在广东省计生委举办的专题座谈会上说，目前我国每年新生儿中出生缺陷患病率达4%~6%，而广东达到了6%~7%，“究其原因主要是由于地贫导致的低能、致残多。”目前免费婚检、免费孕检已在广州、珠海、中山、惠州等地铺开，今年将向全省推行。” 而番禺、南海等地则是免费孕检的试点城市。张枫表示，免费孕检一共21项，除了国家规定的19项以外，还增加了地贫、蚕豆病的检测。
张枫认为控制人口数量，提高人口素质尤为重要。今年将在全省范围内推行的免费婚检和免费孕检政策能更好地促进优生优育。少生生好，全力以赴宣传优生优育是人口计生战线的一项重要任务。
广东每年出生115-120万人口 相当于1一个县级城市
张枫表示，“虽然近年来广东一直稳定在低生育水平，生育率从上世纪70年代的5.87下降到目前的1.6-1.8，但人口基数大，全省常住人口已达9643万，其中户籍人口8400万人，加上居住半年以下的流动人口，广东已经成为全国实管人口的第一大省。张枫指出，广东年出生人口在全国名列前茅，预计广东今年的户籍人口新生儿人数将达到115万~120万，一年的出生人数相当于一个百万人口的大县。 ”张枫同时表示，全省人口发展不均衡，“比如广州一些老城区人口零增长，甚至负增长，而省内其它地区的生育率则高达2.5。据调查发现，珠三角7个市中有6个市每年出生的外来孩子均超过本地孩子。”
同时人口老龄化也是大家关注的热点。张枫表示，现在广东65岁以上的人超过了800万。“50后这批人进入了老年，我认为经济发展是人口老龄化最好的防范。”
“广东以后要进口国际新娘了”
张枫指出，早在第五次人口普查时，广东的出生人口性别比是100：130(就是100个女孩：130个男孩)，这个数据在全国排名倒数第二，海南100：135倒数第一。张枫说，经过10年的纠治，现在广东出生人口性别比下降到了100：112，全国降幅最大的省份。
张枫笑言，“性别比例失衡是现在很多省都面临的问题，看来广东以后要进口国际新娘了，以前是广西、江西、湖南的女孩嫁过来，现在这些省份的性别比也高了。恐怕得从国外进口，以前多娶越南新娘，现在就连越南的性别比也高了，再往后进口亚洲姑娘都不行了，估计得俄罗斯或巴西姑娘，要发展到欧洲和南美洲去了。”

张枫称，目前在粤农民工有2700万-3000万人，该群体超生严重。性别比也比户籍人口高，二孩性别比更高，想生男孩的特别多。另外，由于农民工离开家乡，外出打拼，离开原来的配偶，没有固定性伙伴，容易滥交，导致性病、艾滋病传播很快。张枫认为，性病、艾滋病问题尤其棘手。张枫表示，在接下来的计生工作中，将加大政策力度，开拓创新，全面加强计生工作，促进人口长期的均衡可持续发展。
