12月1日，值此第23个世界艾滋病日和科技部“科学防艾远程科普讲堂”开播一周年之际，中国农村技术开发中心贾敬敦主任、科技部政策法规司李普副司长、中国疾病预防控制中心性病艾滋病预防控制中心刘康迈书记、国艾办政策协调部陈清峰主任亲临讲堂，充分体现了对艾滋病病人和感染者的关爱。
农村中心贾主任在讲堂开课前讲话中强调，要充分发挥现代信息技术、网络技术的优势，利用已经开通的“科学防艾远程科普讲堂”，从“科技帮助高危人群防病治病、科技提升高危人群生产技术水平、科技创造高发地区和谐社区”等三个层面，面向新疆、河南、广西等艾滋病疫情重点地区，以及科技部定点帮扶和重点联系的贫困地区，举办艾滋病预防知识的宣教与生产技术普及系列活动，向广大农民群众宣传、传授相关预防知识的同时开展生产技术培训，以提高农民生产能力，改善生活环境。
科技部政策法规司李普副司长讲话指出，要紧密围绕今年世界艾滋病日的宣传主题“遏制艾滋，履行承诺”， 强调“权益、责任、落实”。各级政府和部门要高度重视艾滋病防治工作，战胜艾滋病不仅要发挥科技对艾滋病防治工作的引领作用，加大对抗艾疫苗、抗艾新药等方面研究的支持力度，更要充分发挥科技对艾滋病防治工作的支撑作用，本着科学的态度，利用科学的方法，突出预防为主，积极治疗，加大艾滋病预防知识的宣教力度。
“科学防艾远程科普讲堂”是在中国农村技术开发中心自2007年4月3日正式启动的“科技扶贫远程课堂”的基础上进一步的拓展与延伸，于2009年12月1日正式开播，至今已开展8期远程培训，邀请了30多位专家走进位于北京的远程培训演播室，通过远程教育卫星及网络平台向全国20多个贫困县市的农民朋友讲授了农村科技创业、农业实用技术及医疗卫生保健、艾滋病防治等方面的相关知识，并在线实时地解答了各地提出的问题。共有1.5万人直接接受了远程培训，并辐射培训了15万人，有效提高了贫困地区农民特别是艾滋病病人和感染者的科技素质和增收能力。
