中新常州网1月15日电:(周喆)笔者从常州市区驱车约一个多小时便到了位于溧阳市竹箦镇附近的竹箦煤矿(江苏省常州监狱总部机关所在地),在离常州监狱总部机关西南9公里外,便是集中关押艾滋病犯的江苏省常州监狱竹箦监区十五分监区。这里目前是江苏省唯一的爱滋病罪犯关押点,集中关押着陆陆续续从全省各监狱转送来的艾滋病罪犯。
在这里,中队长王钟平警官带领着十多名民警管理着我省被判刑入狱的几十名男性艾滋病病毒感染者。这些艾滋病罪犯年龄在20岁-50岁之间,过半数的人是因涉毒犯罪,也有的是敲诈勒索或抢劫等罪,刑期短的2至3年,长的有近15年。
艾滋病犯的情绪很难把握,闹事是常事。
艾滋病罪犯普遍的内心世界犹如生命之灯就将熄灭,一切都无所谓了。起初,艾滋病罪犯经常利用人们对艾滋病的恐惧心理来故意挑衅、要挟民警。
艾滋病犯张某,入狱前并不知道自己已经染上了艾滋病。2007年江苏省对所有监狱罪犯进行抽血,HiV抗体化验,筛选排查,该犯被查出艾滋病,连同当年一起被筛查出来的另外3名服刑人员一起被转送到江苏省常州监狱十五分监区集中关押。
"你们今天之所以被集中送到这里,是因为你们都是艾滋病患者。"当管教民警赵之栋宣布了这个消息的时候,罪犯张某的脸色一下变得蜡黄。
"当时他眼睛里的那种绝望,至今我都忘不了。"管教民警赵之栋事后回忆道。
反正我已经是被判了"死刑",就等执行了,说不定哪天就死了。带着这样的心态,罪犯张某开始破罐破摔甚至瞎胡闹。终于在某个周末的上午,张某开始向管教民警发难了。
那天,按监狱的规定,该段时间是组织罪犯学习的时间,张某对值班管教大声说:"我要看电视。"警官说:"现在是学习时间,你不能看电视!"
谁都没有想到,张某突然就转身,疯了似的一头撞向门边的墙壁,一下两下……眼看着他的额头浸出鲜血,一切都来不及多想,值班管教冲上前去,将其摁倒在地,张某却极力反抗,试图挣脱,他的指甲将值班管教的右臂划伤。
都知道艾滋病是通过血液传染,值班管教被艾滋病犯抓伤,当时在场的其他犯人都吓出一身冷汗。所幸,这位警官在之后的检查中确认未被感染。但该警官在检查、等待结果过程中所经历的惊恐,无以言表,将这一切都埋藏在心底。
以宣传教育方式感化艾滋病犯
被艾滋病感染的罪犯对于艾滋病的恐惧,主要源于对艾滋病的无知或片面错误的认识。他们天天担心今天能看到太阳升起,明天可能就再也醒不起来了,因此,他们这些人群中很多是无心改造、度日如年,有的甚至绝食自残。
为了教育挽救他们,民警把帮助罪犯正确认识艾滋病作为工作的重点,教育与宣传并重,消除了他们错误的认知,增强了他们抵抗疾病的信心和能力。
针对防治艾滋病知识专业性强、内容多和在押犯素质较低的具体特点,监狱方面邀请卫生部门专家同管教民警们一同举行知识讲座,用通俗易懂的语言向艾滋病罪犯宣讲防治艾滋病的基本知识。民警还上网搜索防治艾滋病的资料,印发给艾滋病罪犯阅读,教育他们正确对待生和死,要有社会责任感,要关爱生命,关爱自己,关爱别人。在民警的感化之下,艾滋病罪犯都郑重地签名承诺:"热爱生命"!
此外,中队还在监区开辟了宣传栏,利用宣传挂图、宣传小册、墙报等,宣传防治艾滋病的党和国家的方针政策和防治措施,使该类罪犯明白我国政府关于防治艾滋病的承诺和努力。
关爱和包容爱滋病犯人
艾滋病罪犯终归要刑满释放,在重新跨回社会这扇大门前,监狱方面对于他们这一特殊群体已经充分地做好必要的措施,如:个别谈话教育,使艾滋病犯对于出监后可能面临的困难和歧视在思想上有所准备。他们及时主动联系到罪犯家庭所在地的卫生防疫部门,为罪犯刑释后接受治疗提供必要的帮助。
肩负特殊使命的狱警也需理解
与管理普通罪犯不同,在这里工作的警官们时常面临着特别的困难和危险,几乎所有民警的家人都不知自己的亲人天天与艾滋病罪犯在一起"与狼共舞",个别同事走漏风声被好朋友、老同学知晓后,好朋友们、老同学们要么不敢喝中队民警泡的茶,要么不敢让中队的民警到家里坐,对中队的民警避而远之,生怕也有个"三长两短"。

在高墙内,监狱的领导和民警一直致力于开展艾滋病预防教育和排除歧视的努力,管教民警用大爱包容的力量,用人格的影响力教育和改造一批又一批的艾滋病犯。在高墙外,监狱人民警察同艾滋病罪犯还是面临着诸多关于"艾滋"的困扰,这需要社会各界给予更多的理解和支持。
