全国第一轮艾滋病综合防治示范区工作于2004年启动，2008年结束。第二轮艾滋病综合防治示范区工作2009年启动，工作周期为5年。示范区分为中央重点建设示范区、中央与省(市、区)共建示范区和国际合作项目示范区。中央重点建设示范区由国家财政每年支持40万元，共建示范区由国家财政每年支持20万元。
