中国应对全球气候变化的四大可行性[1]

摘要:应对全球气候变化已经成为世界各国政治领导人的共识,但是减缓和适应气候变化趋势在发达国家、发展中国家和最不发达国家之间却面临巨大的不平等。应对全球气候变化问题是一项全球性公共产品,没有任何一个国家能够单独承担。中国作为世界第一大煤炭消费国和二氧化硫排放国、第二大能源消费国和二氧化碳排放国,又是受气候变化影响最大的国家之一,在应对全球气候变化方面责无旁贷。

中国应对全球气候变化的挑战分为两大问题:第一,减排和为气候变化投资:成本和收益;第二,参加国际气候变化谈判:战略和对策。这两大问题相互影响。我们讨论了技术可行性:减排的成本和收益;经济可行性:为气候变化投资;政治可行性:国内建设和谐社会,国际建设和谐世界;国际合作可行性:参与国际气候谈判、实现全球气候政策良治。

中国面临的战略选择有多种情境,应当积极参与应对气候变化的国际合作,积极参与国际气候谈判,明确做出减排承诺,为实现国内经济、社会的可持续发展、绿色发展,为推动和谐世界的建立承担起负责任大国的义务,成为应对全球气候变化的领导者。

China's Green Rising and the New Global Energy Governance Pattern[1]

Abstract: China's rising has made great contribution to world energy, changed the world energy pattern and is creating a new pattern for global energy governance. The present global energy governance pattern is by no means able to cope with the energy and environment-related challenges and those from climate change that are facing various countries in the world. A joint participation by various countries in a collective action is needed for a good governance of global energy resources. Green development, green contribution and green rising will be the biggest opportunities brought about by China to the world. China should not serve as a “follower” in utilizing energy resources, but should act as a “leader” in undertaking the responsibilities, which is an important energy source for China's rising.
