为了这一刻的效果，四川省皮肤病性病防治研究所研究员万绍平之前还用了一个小时向“小姐们”讲述艾滋病的危害。
让这位国家高危人群干预人员培训讲师感到意外的是，他的这一行动遭来了很多媒体的非议，有观点怀疑这一举动是否意味着性工作在中国的合法化。“我们这样做只是单纯对性从业者进行教育和干预。”万绍平说。
目前，性传播已经成为我国艾滋病的主要传播途径。在2008年报告的感染者和病人中，异性性传播占40.4%，同性性传播占5.1%。
万绍平从上个世纪90年代初期开始，从事对艾滋病高危人群的干预工作，他一直在对性工作者进行调查、教育。
调查中，万绍平发现的极端案例，比比皆是。有一个性工作者在检查出自己呈阳性后，接客时会告诉客人自己是艾滋病患者，希望他们带安全套。但是，没有一个客人愿意相信她。2002年，万绍平暗访中遇到了一个年仅23岁、有着3年的卖淫史的吸毒女孩。女孩说，因为“客人不喜欢”，因此不带安全套。这让万绍平意识到，真正传播艾滋病的高危人群和“主力”并不是这些“小姐”。
于是，他开始将调查和干预对象转为嫖客。
万绍平选择了四川某市区价格较低的15家娱乐场所。它们中，单次性交易价格最低的为10元，最高价不超过40元的有14家，平均价格为21元～32元。万绍平在这些场所内，统一放置了盛装安全套的容器，让店老板督促“小姐们”将使用过的安全套放入其中，并记录每一个“小姐”的接客数。
出入这些消费较低的娱乐场所的人群，文化程度以小学为主，月收入从200元到7000元、8000元不等，年龄在20岁～78岁之间，平均年龄45岁。他们有的是下岗的，有的售卖蜂窝煤，有的打工、做生意、踩三轮、收荒，也有的是退休人员。其中，不乏艾滋病病毒感染者。
万绍平之所以选择这一类人群，是因为他们的受教育程度低、对艾滋病的危害缺乏认识、性交易频率高、安全套使用率低，他们中已经有一定的性病、艾滋病感染比例，但利用艾滋病防治服务的能力差。
调查发现：4天内，58名性工作者接客总数为367人，人均接客数为6. 3人；使用过132个安全套，安全套平均使用率为35. 97%；这些安全套没有破裂、也没有被重复使用。从单个场所来看，人均接客数最高的为18. 5人，最低为2. 6人；安全套使用率最高的为72. 73%，最低为3. 71%。
尽管此次的主要调查和干预对象是“低端买春者”，尽管曾有研究表明，出入高端场所的嫖客安全套使用率比较高，但是，万绍平认为，不排除这类群体存在婚外的多性伴侣、一夜情等，因此，不能说他们感染艾滋病病毒的比率就一定很小。
