个人认为，一刀切制度也是一种均衡。一刀切制度只所以产生，深刻根源是诚信缺乏和自私自利。

因为若设计弹性较大制度，在诚信缺乏和自私自利的情况下，必然会被机会主义所蚕食，导致结果更坏。在这种情况下，一刀切制度虽然问题多多，但至少满足形式公正，虽然不能实现最优，但可以实现次优或较次优。

有时我们多抱怨制度设计的不合理，其实，制度的背后是人性。若人性自觉，多奉献精神，有公正之心，自然好制度才能发挥好作用。若人性偏恶，则制度也会偏恶。所以，我们要建设制度，也要改造人性。

一般看，制度也是特定人性基础上众人博弈的一种规则均衡。制度与人性，是一对互动的范畴。一方面，人性制约制度；另一方面，制度也制约人性。好，谢谢，谢谢。
