社会缺德，缺乏同情心，且功利主义，必然出现笑贫不笑娼问题。一个有德和有同情心的社会，既不会笑贫，也不会笑娼，对这两种人，只有悲悯和救助。

所谓救急不救穷，其实也反映了一种缺德和功利算计主义。救急是解一时之困，一般付出都能得到收回，且后期回报也大；而救穷需要付出长期努力，且多是收不回成本的单向付出。基于功利算计，必然一些人多选择第一种情况。其实，在缺德和功利算计主义背景下，所谓救急也是稀缺的。锦上添花多，雪中送炭少。

一个社会，若笑贫不笑娼、救急不救穷，这等于在变相鼓励娼，也等于在变相增加穷，最终可能社会娼的数量和穷的数量都增加。

另外，不笑娼，是在鼓励缺德，不救穷，是在歧视弱势。一个社会若既鼓励缺德，又歧视弱势，这个社会必然是丛林社会。
