一般我们要求干部要多讲奉献,这也没有错。这在精神层面,我们可以这样多提倡。但在现实制度设计层面,我们应尽可能让好干部名利双收。也就是说,我们不仅要让好干部得到名,而且还要让好干部得到利。名利与业绩应成正比例关系。

让好干部名利双收,本身就是一种善。因为这是对善的激励。任何对善的激励行为,本质都是善。让好干部名利双收的制度,必然是好制度。因为这种制度,体现了对善激励的原则。

让好干部只得到名,不得到利,或者让好干部只得到利,不得到名,这两种制度设计对善的激励效果都不如名利双收的制度设计效果更好,因为没有体现激励最大化原则。

一个让好干部既得不到名,也得不到利的制度设计,必然是很差的制度设计。尤其是一个让好干部不断吃亏的制度,不仅利亏,名也亏,这样的制度设计肯定是最差的。这样的制度设计其博弈的结果必然是逆淘汰。当然,在这样的制度环境下,也可能会出现一些好干部,但寥若星辰。

如何让好干部名利双收,关键要完善业绩考核制度。以业绩论英雄,以发展论功过。注意,这里的业绩,不是面子工程,不是形象工程,不是盆景,应是体现社会长远利益和整体利益的功绩,关键是要以人民为中心。同时,对在业绩方面造假的干部,应让其名利双亏。
