凯蒂女士、多米尼克国立大学孔子学院朋友、精武体育会朋友们：

没有想到在多米尼克这样加勒比岛国碰到精武门朋友。这几天一直能碰到，餐厅能碰到，外出也能碰到,博物馆（Dominica Museum）也能碰到。Secret Bay 酒店平均每晚也要人民币四千块钱以上，一起住了几晚了。昨晚康先生在餐厅和陈先生、田先生聊，得知你们是从马来西亚、吉隆坡过来的，是上海精武体育会海外分部组织成员。前面几天大家一直没有交流，虽然外形上看去都是华人，但毕竟谨慎为上，少和陌生人说话。今天上午外出参观又碰到一起了，中午吃饭大家凑到一起，和孔子学院朋友聊起，都很投缘。我来自中国上海。精武门总部现在叫上海精武体育会总部，在虹口区四川北路和东宝兴路交叉口附近，走路几百米，几分钟时间。十年前上海虹口区以“精武品牌”申请非物质文化遗产，进行招商引资。那时我去接触过，2013年前后，当时只有一门“螳螂拳”课程对社会招生，后来报名人数太少，不够成本，课程也就取消了。上海现在也有“蔡李佛”拳馆旗下开的餐厅，在延安西路和江苏路交叉口，一个大厦的一楼，叫“衡山小馆”，我吃过多次，属于广东菜菜系，这个餐馆开了差不多二十年了，现在还在正常营业（2022），大众点评上优惠套餐两三个人差不多人民币299块钱，是正常门市价四折多一点。孔子学院方面虽然经费国家汉办保障，但品牌传播方面，值得学习精武体育会。

孔子学院主要是国家汉办出钱，每个地方建立需要50万美金，这不包括国内合作高校派遣中国教师成本。孔子学院在不少地方派遣的中国教师，基本是中文系或相关院系硕士研究生，三年研究生第一年在国内上学，第二年派到国外合作的孔子学院教书实践一年，然后硕士论文一般写孔子学院外派期间内容，基本就能硕士毕业拿到学位——这是国内高校最节约成本之方法。派遣高校教师到一带一路沿线国家合作的孔子学院去，国内高校要增加除了教师工资之外的一笔开销，就是境外出差补助，以及各种费用补贴，蚊子腿也是肉，从成本出发，是相当一部分国内高校比较务实的做法。尽管国家汉办如此大力经费支持，国内高校也出力出人，但孔子学院在全球传播中国国际形象和传播文化过程中，目前看并没有创造传播传奇，这也是事实。而毫无财政保障的精武门，自1910年建立，到今年112周年了，仍然全球传播，霍元甲传奇全球皆知。精武门第一期学员卢炜昌撰文说精武门1909年成立，另一名第一期学员陈公哲1960年撰文回忆说1910年成立，现在大家公认是1910年7月（农历六月初一）成立，最初成立在《申报》打广告招生，学员年龄要求12岁到35岁，学费为两块钱银元。文献资料记载说，第一期两个月时间招收73名学员，其中一部分还是“托”，包括农劲荪，陈其美等。当时房租每月十四块银元，加上从天津来的霍元甲、刘振声等还要生活吃饭开销，学费肯定是不够的。起初主要是同盟会资助。

某种意义上说，是时代造就了精武门。道光皇帝命令林则徐虎门销烟，引发了1840年鸦片战争。1842年中英《南京条约》规定了上海为五个通商口岸之一。恩格斯对中国民众心理情绪进行了详细描述，恩格斯说，中英第一次鸦片战争时“……人民静观其变，让皇帝的军队去与侵略者作战，而在遭受失败以后，抱着东方宿命论的态度服从了敌人的暴力。”（恩格斯：波斯和中国，《马克思恩格斯选集》第2卷，人民出版社，1972年版，第19页）多次失败后，人民开始不满，几年后洪秀全领导了金田起义，太平天国运动造成了近亿人口死亡。1852年上海只是江南一个小县城，人口仅有54万。太平军李秀成陈玉成等在上海和李鸿章淮军进行过激烈战斗，消减了人口。1864年曾国藩的湘军攻陷了天京（江苏南京），太平天国运动才宣告失败，洪秀全被从棺材里挖出来，湘军对洪秀全鞭尸之后，用大炮炮轰洪秀全尸体，使得洪秀全彻底挫骨扬灰。洪秀全的儿子被清政府下令凌迟处死，刽子手对这个15岁孩子割了1003刀，最后用大斧子砍下头颅，把躯干砍为八段，叫做大卸八块。此后三十年，国内生产和人口数量在相对和平情况下有所恢复。1894年中日甲午海战，中国又战败，这是鸦片战争打不过英国之后，又一次打不过日本。民众对清政府失望，各种情绪不断高涨，造成了1900年义和团运动。1902年，开国元帅朱德的老师蔡锷写了文章，主张军事运动救国。1904年梁启超写文章主张尚武运动——梁启超在戊戌变法中能跑出北京城，主要是谭嗣同朋友“大刀王五”帮忙，说明武术有实际作用。

到1910年，上海人口达到120万人。此时孙中山领导的同盟会还在紧锣密鼓筹划推翻清政府统治——陈其美，浙江湖州人，得到孙中山重视。孙中山看中陈其美务实，不吹牛。陈其美以上海滩青红帮流氓头子身份加入孙中山同盟会，同时也推荐了自己青红帮兄弟蒋介石也加入同盟会。可以说没有陈其美，蒋介石可能一直就是个帮会混混，没机会认识孙中山，也没机会去日本留学学军事。后来陈其美看中了上海，就计划以上海为根据地，发展武装军事力量，另一个同盟会员农劲荪，也是日本留学生，回天津后继承家族生意，开药店当老板，也立志改变国家命运，刚好农劲荪招聘药店普通职员过程中，天津静海（今天天津精武镇南河村）农村青年霍元甲刚刚从脚夫（类似今天外卖送货员岗位）辞职，来求职。农劲荪就聘用了霍元甲，就是说，农劲荪是霍元甲的老板。农劲荪带霍元甲、刘振声到上海，是农劲荪和陈其美发展革命党武装力量的步骤之一，但当时清政府统治，不能太明显。陈其美曾经做过详细的规划，说每一期精武体操培养学员中要培养50名思想政治好、身体强壮的同盟会骨干力量，期限半年，半年后，这50个骨干每个人再培养50名下属，也是半年，这样十年之后，就有百万大军的革命军事力量。

霍元甲1910年年底就去世了。精武体育会有自身使命，继续发展。1911年陈公哲等人搬迁精武体操会到闸北火车站旱桥附近，租了8间房，年租金200银元。8间房两间做图书馆，五间是练习室，一间是宿舍。1916年精武体育会又在提篮桥附近开设分馆，同时精武体育会董事制度正式确立。现在精武体育会各地组织都有董事会，理事会，理事会下面有总务科，经济科，武术科，交际科，文艺科等，还有医疗顾问、法务律师顾问等。

许多文献资料说精武体育会主要是培训费和会员会费收入支撑，这未必准确。文献资料显示，1910年到1919年，十年间精武体育会毕业学员138人，能挣多少钱呢？办会员卡总共1771人，会员费一年每人50元银元（当时工人平均年薪资150银元），也没有多少钱。这期间收入主要是投资，包括投资英国人屈臣氏汽水厂，每年利润有几万银元，还有投资宝塔牌香烟，也有利润。但都几年时间，后来陆续就停止了。

精武体育会除了霍元甲，也邀请了武术名师多人。河北景县赵连和以少林拳出名，著有《达摩剑》等著作；河北雄县陈子正以鹰爪拳出名；山东蓬莱罗光玉以螳螂拳出名等。后来精武体育会陈子正、霍东阁等还在圣约翰大学进行教学——圣约翰大学是基督教大学，就是今天华东政法学院所在地，国家副主席荣毅仁就是圣约翰大学毕业的，教会大学英文教学功底很好（张京宏 沈宗南 罗腾：《企业深度法治管理3D理论》，ISBN978-988-199-649-7，上海印书馆，2013）。后来印尼精武体育会是霍东阁创办的，香港精武体育会是陈子正创办的，怡保精武体育会是欧阳少烈创办的，现在新加坡，马来西亚，吉隆坡，澳洲、美国，荷兰，加拿大等地精武体育会都在运行之中。陈先生和田先生就是来自东南亚的。

“乃文乃武”之所以成为精武体育会宗旨，主要还是生存压力。精武体育会没有财政保障，不是事业单位，更不是公务员单位，起初就是会员捐款，比如陈公哲把家里房子卖了捐款给精武体育会。但这不是长久的。投资屈臣氏汽水和宝塔香烟项目几年后不投资了，但每年房租，开销都要消耗，还是需要有收入。于是精武体育会除了武术，还有音乐，舞蹈，戏曲，图书馆，等等。有的项目年费4银元或5银元——当时职工平均月薪14银元。按今天物价比较比较，就知道这价格目标客群不是底层穷人，是有一定收入能力的高薪白领阶层。这也是鲁迅先生和历史学家批评孙中山辛亥革命失败的地方——群众基础不广泛，仅仅团结资产阶级，没有团结广大工农群众。

孔子学院也可以参考精武体育会创造霍元甲人物传奇的思路，创造孔子学院的传播传奇。霍元甲去世一百一十多年了，影视拍摄霍元甲题材现在还络绎不绝。1944年中国拍了电影霍元甲，1972年李小龙拍摄电影，传播了虚构人物“陈真”，也传播了霍元甲和精武门。这个传播框架是清政府当权时期，中国国民党前身同盟会的策划，值得学习。尽管说，每个时代的人都有其当时的传播目的和用意，但后来者也有可学之处。

现在中国内地又开始重视体育了。以中国上海为例，过去许多年中考不看中体育的，现在开始看中了，逐年提高体育成绩分数比重。从长期看，影视作品中日本武士讽刺中国人整体是“东亚病夫”的宣传，值得我们不断改善全民体育意识。任何民族都需要尚武精神。

我们常常谈人脉资源。事实上，人脉资源在国家民族高度看，只有在波澜壮阔的时代洪流中才能发现。孙中山搞革命，一辈子很穷，没钱。1911年4月黄花岗起义前，孙中山影响了一批留学生，包括林觉民等烈士在内，那时人有了，军火没有，怎么办？孙中山听取陈其美建议，忽悠日本军火商，说你先把枪炮火药发广州，后面付钱。日本军火商说，孙大哥，运费怎么弄，从日本发到广州，海运装船要运费，孙中山说兄弟，你先垫付，我是要推翻清政府的，后面有了政权，还怕没你们生意做？黄花岗起义军火就是这么欠钱搞来的。

同样，陈其美、农劲荪邀请霍元甲、刘振声在上海办精武体操（后来改名精武体育会），没钱，陈其美也忽悠广东商人陈公哲、浙江资本家虞洽卿、王一亭、沈漫云等，鼓励这些学员捐款，说我们是培养革命军事力量，后面推翻清政府，有你们挣钱机会——陈其美进一步说，我的拜把子兄弟蒋介石现在去日本留学学军事，今后肯定也不会亏待你们，孙中山先生更不用说了，关系杠杠的。后来这些人果然不断投资。当然，此后几十年，陈其美也没食言。1916年，陈其美因支持孙中山、反对袁世凯而被袁世凯指示手下人在日本暗杀杀害，但他推荐的精武门一期学员虞洽卿、王一亭、沈漫云等后来和蒋介石合作也一直互利互赢，陈其美死后，他的子侄陈立夫、陈国夫被拜把子兄弟蒋介石视为己出，称为民国四大家族之一。陈其美死后三年即1919年，孙中山给精武门题字“尚武精神”。这其实就是我们所谓的人脉。人脉不是狭隘地局限某一种酒肉吃喝，也不是狐朋狗友，而是在一种历史洪流中的彼此成就。回想我们每个人的人生发展，我们一些朋友逐渐不联系了，逐渐互相无话可说，主要是没有共同价值观和共同参与合作之靠谱项目或事业。许多人可以混圈子，找人脉，最后找了一帮除了吃喝玩乐或动不动借钱并且从来不主动还的朋友，这样的人脉，有什么价值呢？所以有些人看去朋友很多，其实毫无质量，关键时刻毫无作用。精武体育会的发展，或给我们理解什么是人脉资源，上了真实的一课。

有了人脉资源，自然就有了金融资源和项目资源。这里第二个问题就是人与人的信任。彼此之间只有酒肉吃喝，没有共同利益，也没有共同价值观，很难建立可信靠谱的信任，充其量泛泛之交。什么是共同价值观？重点看行为和对行为的评价——昨天晚上康先生和陈先生、田先生、以及孔子学院朋友聊美国和中国开车违章处罚，不同人有不同看法，这就是不同价值观。现在美国驾驶违章，比如要3秒暂停你只停了1秒，被抓拍了，起码六百多美元罚款，还要去交通学校学习，学费55美元，同时要进个人征信档案——你今后贷款什么的，人家一看，就知道你所有的违法违规行为信息。如果你汽车上有儿童，你在车内抽烟，那么罚款起步1200美元，也进档案。通过这些行为细节来看一个人真正的素养和价值观。价值观不同，自然难以互相认同。前些天我们之所以从塞尔维亚包机飞达卡，一个重要因素就是也门胡塞武装和沙特阿拉伯干架，也门胡塞武装导弹经常瞄不准，说不定打偏了或打远了，就打到塞尔维亚了，一切皆有可能。从另一方面说，也是战争双方价值观不同。乌克兰战争也一样——俄罗斯说，不要和北约混，乌克兰说就要混，怎么的？谈不拢，就打。于是，战争发生了。

从哲学上说，马克思和恩格斯发展了黑格尔的辩证法和费尔巴哈的唯物主义（恩格斯：路德维希·费尔巴哈和德国古典哲学的终结，《马克思恩格斯选集》第4卷，人民出版社，1972年版，第223~229页）。问题是，近两百年来，促进工业革命和生命科学、量子力学、智能计算机等先进科技发展的，都是唯心主义。唯物主义目前都在穷国。这是一个实际问题。当然，这不是今天交流重点。唯物主义国家公民经济发展水平、公民信用水平、社会信用环境等，都和唯心主义发达经济体国家有较为明显差距，这是临时差距还是长期差距，是需要研究的。

“大道之行也，天下为公。”无论精武体育会，还是孔子学院，行的都是国家民族大道。乃文乃武，最初是迫于生存压力提出的增收策略，现在可以理解为讲好中国故事、诠释中国国际话语权的两种武器工具（沈宗南 张京宏：《营销传播学》，世新大学出版中心，2010）。个人发展也是，要真正建立人脉资源，整合金融资源，需要在社会历史发展奔腾不息的长河中树立自己的价值观，公开告诉人们，我们是怎样的观点。同声相和，同气相求，惟其如此，个人发展才能和时代命运捆绑， 在自己所处时代有所作为。

The headquarters of Jingwumen is now called the headquarters of Shanghai Jingwu Sports Association. It is near the intersection of Sichuan North Road and Dongbaoxing Road in Hongkou District. It takes a few minutes to walk for several hundred meters. Ten years ago, Shanghai Hongkou District applied for intangible cultural heritage with the "Jingwu brand" to attract investment. At that time, I went to contact. Around 2013, there was only one "Mantis Boxing" course that recruited students to the society. Later, the number of applicants was too small and the cost was not enough, so the course was cancelled. Shanghai now also has a restaurant under the banner of "Cai Lifo" boxing gym. At the intersection of Yan'an West Road and Jiangsu Road, on the first floor of a building, it is called "Hengshan Xiaoguan". I have eaten it many times. It has been almost 20 years, and it is still in normal operation (2022). The discount package on Dianping is about RMB 299 for two or three people, which is a little more than 40% off the normal retail price. Although the Confucius Institute is funded by Hanban, in terms of brand communication, it is worth learning from the Jingwu Sports Association.

Confucius Institutes are mainly funded by Hanban, and each local establishment requires 500,000 US dollars, which does not include the cost of sending Chinese teachers from domestic partner universities. The Chinese teachers dispatched by the Confucius Institute in many places are basically postgraduates from the Chinese Department or related departments. The three-year postgraduates go to school in China in the first year, and in the second year, they are dispatched to foreign cooperative Confucius Institutes to teach and practice for one year, and then master thesis. Generally, if you write the content of the Confucius Institute's expatriate period, you can basically graduate with a master's degree and get a degree - this is the most cost-effective method for domestic colleges and universities. Sending college teachers to Confucius Institutes in cooperation with countries along the Belt and Road, domestic colleges and universities need to increase an expense other than teachers’ salaries, that is, overseas business trip subsidies and various expense subsidies. Mosquito legs are also meat. From the perspective of cost, it is quite Some domestic colleges and universities are more pragmatic. Despite such strong financial support from Hanban and the contributions of domestic colleges and universities, it is also a fact that the Confucius Institute has not created a legend in the process of spreading China's international image and culture around the world. It is still spreading around the world, and the legend of Huo Yuanjia is known all over the world. Lu Weichang, a student of the first phase of Jingwumen, wrote an article saying that Jingwumen was established in 1909. Another student of the first phase, Chen Gongzhe, wrote an article in 1960 and recalled that it was established in 1910. Now it is generally recognized that it was established in July 1910 (the first day of the sixth lunar month). It was originally established in "Declaration" to advertise and recruit students. The age of the students is from 12 to 35 years old, and the tuition fee is two yuan and silver dollars. According to the records, the first phase recruited 73 students in two months, and some of them were still "trustees", including Nong Jinsun, Chen Qimei, etc. At that time, the monthly rent was 14 silver dollars, and Huo Yuanjia and Liu Zhensheng who came from Tianjin every day had to live and eat, so the tuition was definitely not enough. At first, it was mainly funded by the Alliance.

In a sense, the era created Jingwumen. Emperor Daoguang ordered Lin Zexu to sell cigarettes at Humen, which triggered the Opium War in 1840. In 1842, the Sino-British "Nanjing Treaty" stipulated Shanghai as one of the five trading ports. Engels gave a detailed description of the psychological mood of the Chinese people. Engels said that during the first Opium War between China and Britain, "...the people waited and let the emperor's army go to fight the invaders. The attitude of obeying the violence of the enemy." (Engels: Persia and China, Selected Works of Marx and Engels, Vol. 2, People's Publishing House, 1972 edition, p. 19) After many failures, the people became dissatisfied, and a few years later Hong Xiuquan led The Jintian Uprising and the Taiping Rebellion caused nearly 100 million deaths. In 1852, Shanghai was just a small county in the south of the Yangtze River with a population of only 540,000. Taiping Army Li Xiucheng Chen Yucheng and others fought fiercely with Li Hongzhang Huai Army in Shanghai, reducing the population. In 1864, Zeng Guofan's Hunan army captured Tianjing (Nanjing, Jiangsu), and the Taiping Rebellion failed. Hong Xiuquan was dug out of the coffin. . Hong Xiuquan's son was ordered to be executed Ling Chi by the Qing government. The executioner cut the 15-year-old child 1,003 times, and finally cut off his head with a big axe and chopped his torso into eight pieces, which is called "Big Unloading Eight Pieces". For the next three decades, domestic production and population numbers recovered relatively peacefully. In the Sino-Japanese Sino-Japanese Sino-Japanese War in 1894, China was defeated again. After the Opium War failed to defeat Britain, it was once again unable to defeat Japan. The disillusionment of the people with the Qing government and the rising of various emotions led to the Boxer Rebellion in 1900. In 1902, Cai E, the teacher of the founding Marshal Zhu De, wrote an article advocating military campaigns to save the country. In 1904, Liang Qichao wrote an article advocating the martial arts movement—Liang Qichao was able to run out of Beijing during the 1988 Reform, mainly because of the help of Tan Sitong's friend "King Wu of the Great Sword", which shows that martial arts has practical effects.

By 1910, Shanghai's population reached 1.2 million. At this time, the Tongmenghui led by Sun Yat-sen was still intensively planning to overthrow the rule of the Qing government-Chen Qimei, a native of Huzhou, Zhejiang, received Sun Yat-sen's attention. Sun Yat-sen liked Chen Qimei to be pragmatic and not bragging. Chen Qimei joined the Sun Yat-sen Alliance as the gangster leader of the Qinghong Gang above the beach, and at the same time recommended his brother Chiang Kai-shek of the Qinghong Gang to join the Alliance. It can be said that without Chen Qimei, Chiang Kai-shek may have always been a gang gangster, and he had no chance to know Sun Yat-sen or go to Japan to study military affairs. Later, Chen Qimei took a fancy to Shanghai, and planned to use Shanghai as a base to develop armed military forces. Another member of the alliance, Nong Jinsun, was also a Japanese student. After returning to Tianjin, he inherited the family business and opened a pharmacy as an owner. He also determined to change the fate of the country. In the process of Nong Jinsun's recruitment of general staff in a pharmacy, Huo Yuanjia, a young rural youth in Tianjin Jinghai (today's Nanhe Village, Jingwu Town, Tianjin), just resigned from his position as a porter (similar to today's takeaway deliveryman position) to find a job. Nong Jinsun hired Huo Yuanjia, that is to say, Nong Jinsun was Huo Yuanjia's boss. Nong Jinsun brought Huo Yuanjia and Liu Zhensheng to Shanghai, which was one of the steps for Nong Jinsun and Chen Qimei to develop the armed forces of the revolutionary party, but at that time the Qing government ruled, it should not be too obvious. Chen Qimei once made a detailed plan, saying that in each phase of Jingwu Gymnastics training students, 50 ideological and political and physically strong backbones of the Alliance will be trained. The period is half a year. After half a year, each of these 50 backbones will train 50 subordinates. , is also half a year, so after ten years, there will be a revolutionary military force of one million troops.

Huo Yuanjia died at the end of 1910. Jingwu Sports will have its own mission and continue to develop. In 1911, Chen Gongzhe and others moved the Jingwu Gymnastics Club to the vicinity of the dry bridge of Zhabei Railway Station, and rented 8 rooms with an annual rent of 200 silver dollars. Two of the eight rooms are used as libraries, five are practice rooms, and one is a dormitory. In 1916, the Jingwu Sports Association opened a branch near the Tilan Bridge, and the director system of the Jingwu Sports Association was formally established. At present, Jingwu Sports Association has a board of directors and a board of directors. Under the board of directors, there are general affairs, economics, martial arts, communication, literature and art, as well as medical consultants and legal lawyers.

Many documents say that Jingwu Sports Association is mainly supported by training fees and membership fees, which may not be accurate. Documents show that from 1910 to 1919, there were 138 graduates from the Jingwu Sports Association in ten years. How much money could they earn? There were 1,771 members in total, and the membership fee was 50 silver dollars per person per year (the average annual salary of workers at that time was 150 silver dollars), and there was not much money. During this period, the main income was investment, including the investment in the British Watsons soda factory, with an annual profit of tens of thousands of silver dollars, and the investment in Pagoda brand cigarettes, which also made a profit. But after a few years, it stopped one after another.

In addition to Huo Yuanjia, Jingwu Sports Club also invited many famous martial arts teachers. Zhao Lianhe from Jingxian County, Hebei Province is famous for Shaolin Boxing and author of "Dharma Sword"; Chen Zizheng from Xiong County, Hebei Province is famous for Eagle Claw Boxing; Luo Guangyu from Penglai, Shandong Province is famous for Tanglang Boxing. Later, Chen Zizheng and Huo Dongge of Jingwu Sports Club were still teaching at St. John's University. Similarly, Chen Qimei and Nong Jinsun invited Huo Yuanjia and Liu Zhensheng to hold Jingwu Gymnastics in Shanghai (later renamed Jingwu Sports Association). They had no money.
