“全球基金”对中国项目解冻

据美联社24日报道，全球基金（全球抗击艾滋病、结核病和疟疾基金）已结束与中国的争议，决定对中国项目资金实施解冻。
报道援引全球基金新闻官约翰·莱登的话称，双方经磋商达成项目资金解冻的共识，认为加强项目财务管理的工作不应妨碍中国艾滋病项目的继续推进，应确保公民社会在全球基金项目中的参与程度。中方将同全球基金密切合作加强财务管理，努力提高三大疾病防控项目的效果。
美联社称，去年11月，全球基金冻结了中国艾滋病项目经费，今年5月又冻结了结核病和疟疾两个项目的经费。据称全球基金冻结中国全部3个病种项目经费的原因是“怀疑资金使用不当”，并且不满中国政府对社区组织参与项目的态度。英国广播公司也称，冻结经费被看作是全球基金“对中国政府的惩罚”。
2003年以来，全球基金已向中国拨付了5.7亿美元资金。目前项目虽然解冻，但全球基金同中方磋商后可能缩减中国项目经费，今后几年中方能否获得全球基金此前承诺的后续3亿美元资金尚不得而知。
据悉，全球基金本身一直受到项目腐败和资金管理不善的指责。此外，全球基金的捐赠国也在激烈讨论经济发展迅速的中国是否还需要继续接受外援。有批评人士认为，中国有能力投资载人航天计划、承办北京奥运会等，再继续获取全球基金资助等于是与更贫困的国家争夺资源。不过也有人认为，中国还有大量的贫困人口，仍需要国际资金和技术援助。
