广西通过村民自治阻止“艾滋阴影”向农村逼近

新华网南宁８月２３日电（记者 颜园园）５５岁的壮族老汉黄章辉每天晚上都会仔细听响彻整个屯的高音大喇叭，山歌王在喇叭里唱着诙谐幽默的“防治艾滋病”山歌。他还记得，上一次喇叭响起时才５岁，那时宣传的是麻风病。在这个“看见屋，走到哭”的偏远山寨，大喇叭的宣传让居住分散的村民听到“麻风病”就吓破了胆。
黄章辉生活的村庄位于广西壮族自治区河池县巴马县甲篆乡善屯，这里是著名的世界长寿之乡，也是“村民自治”防艾的重点示范县。
为防止艾滋病在农村蔓延，广西河池市从去年开始探索运用“村民自治”手段“防艾”，利用“大喇叭、短信、村民同伴教育”等方式，在当地农村编织了一个严密的防艾网络。
广西是全国艾滋病疫情最重的几个省份之一，且以性传播感染为主。大量劳务大军和留守妇女为疫情蔓延埋下隐患，而由于交通不便、信息闭塞，传统的防艾宣传教育模式难以奏效，农村防艾形势较为严峻。
善屯也面临这样的困境，这个才一千多村民的村庄有３２０多人外出打工。
黄章辉是善屯村民自治小组组长，他两个月前又被推选为防艾村民自治小组组长。他说，防艾宣传已在这个村庄发挥了巨大的作用，村民过去觉得艾滋病是和麻风病一样恐怖的疾病，是“吸毒鬼和嫖娼鬼的病”，如今几乎全村人都知道艾滋病的传染途径和防治方法。
黄章辉说，村里利用广西党员远程教育系统，每天定时通过电视和高音喇叭向村民宣传防艾知识，为了让百姓喜欢看、听得懂，河池市专门找了８位山歌王用桂柳话创作了一批诙谐幽默防艾山歌、快板。
自治小组每月都要组织在家的村民通过课堂、远程教育、电影、短信、有奖问答等方式专题学习防艾知识。对于外出打工的村民，则通过亲情电话、手机党支部等对他们进行宣传。
在广西农村，有一些艾滋病病毒感染者为“被动感染”，妻子被外出打工的丈夫在不知情的状况下感染了艾滋病，对社会健康人群干预措施就显得尤为重要。
防艾“娘子军”在这个网络中发挥了巨大作用。３３岁的善屯村民卢美荣今年６月加入妇女防艾小组时，听到“性交”等话题还羞得满脸通红，现在已变成了积极分子。

据巴马县副县长黄雷介绍，巴马县是艾滋病低流行区，大规模开展防艾工作就是希望能阻止艾滋病在当地蔓延，保住长寿之乡这个来之不易的品牌。
巴马县是著名长寿之乡，１９９１年国际自然医学会宣布巴马为世界第五个长寿之乡，全县８０岁以上的老人有２４９０位，百岁寿星８１位，每１０万人中有百岁老人３１．５人。
河池市卫生局局长韦凯钟说，“村民自治”防艾模式就是以村民小组为单位，在组织、宣传、妇联、卫生等部门和乡党委、政府的指导下，建立防艾村民自治小组，建立“村（居）委－村（居）民自治小组－联系户－村民”防艾宣传干预活动网络。
据介绍，河池市于２０１０年开始推行防治艾滋病村民自治制度，如今已有１０个社区、２３个行政村推行了村民自治工作，共建立了１６０多个防艾村民自治小组。推行村（居）民自治的行政村宣传资料入户率达到１００％，防艾知识知晓率由试点前的５０％左右提升到９０％以上。
为防止艾滋病向农村地区蔓延，广西壮族自治区党委、政府决定，从２０１０年起开展为期５年的防治艾滋病攻坚工程。防治艾滋病工作重心由原来的县级以上逐步转移到乡镇和村屯。
广西壮族自治区防艾办艾滋病综合协调与宣传干预处处长葛宪民介绍说，巴马和都安实施村民自治在农村普及传播防艾知识将是阻止艾滋病向农村传播最直接、经济和有效的办法。
