河南拟五年内将艾滋病死亡率控制在6%以下

人民网郑州7月22日专电 为有效遏制艾滋病传播蔓延，7月21日，河南省政府下发《关于进一步加强艾滋病防治工作的意见》，意见提出河南未来五年防艾目标，力争到2015年年底，重点地区和重点人群艾滋病疫情快速上升的势头得到基本遏制，全省艾滋病病毒感染者和病人数控制在6.5万人以内，艾滋病病死率控制在6%以下。
近年来，各地、各有关部门在艾滋病防治上，走出了一条科学防治、综合防治的路子，艾滋病疫情快速上升的势头有所减缓，病死率有所下降，社会歧视有所减少，感染者和病人的生活质量明显改善。但目前防治工作面临一些新情况：性传播已成为主要传播途径，男男性行为传播上升明显；有易感染艾滋病病毒危险行为人群和流动人群防控难度加大；一些地方对艾滋病防治存在认识不足、政策落实不到位等问题，艾滋病流行形势依然严峻，防治任务十分艰巨。
意见提出河南未来5年的防艾目标：到2015年年底，重点地区和重点人群艾滋病疫情快速上升的势头得到基本遏制，全省艾滋病病毒感染者和病人数控制在6.5万人以内，艾滋病新发感染人数不断减少，艾滋病病死率控制在6%以下。坚持预防为主、防治结合、依法防治、科学防治，有效遏制艾滋病传播蔓延。
河南省要求各级各类医疗卫生机构要进一步加强监测检测网络建设，依托现有医疗卫生资源，配备必要的设备和人员，扩大检测服务范围，推广使用快速、简便的检测方法，提高检测可及性。同时，主动开展艾滋病病毒、梅毒检测咨询工作，并规范告知检测结果。其中，对公安、司法监管场所被监管人员要100%开展艾滋病病毒抗体检测；将艾滋病自愿咨询检测作为婚前保健和妇女保健等基本公共卫生服务内容；加强艾滋病感染者和病人结核病筛查工作；将艾滋病病毒抗体检测作为公共场所从业人员常规健康检查内容，并依法告知检测结果。
各地要扩大预防母婴传播覆盖面，有效减少新生儿感染。人口计生、妇联等部门要将艾滋病咨询检测作为育龄妇女康检等工作的内容，主动提供预防艾滋病母婴传播咨询和转介服务。同时，扩大综合干预覆盖面，减少艾滋病病毒传播几率。切断经性途径传播，逐步在娱乐服务等场所全面实施100%安全套项目，防止艾滋病从有易感染艾滋病病毒危险行为人群向普通人群扩散。
意见强调，各级政府要落实国家免费抗病毒治疗政策，完善就地治疗、家庭治疗和社区治疗为主的抗病毒治疗服务网络，继续将符合治疗条件的艾滋病病人100%纳入抗病毒治疗或中医药治疗和抗机会性感染治疗范围。各地要做好救助关怀工作，提高患者生存质量，努力消除社会歧视，保障艾滋病病毒感染者和病人及其家庭成员在就医、就业、入学等方面的合法权益。同时要依法打击故意传播艾滋病行为和利用感染者、病人身份进行违法犯罪活动。（段陛君）
