“世纪瘟疫”艾滋病，令许多人谈之色变。有这样一群民警，每天都与艾滋病病毒感染人员打交道，对他们进行管理、教育和有效的救治。他们就是青泊洼强制隔离戒毒所三大队——艾滋病病毒感染者专管大队的劳教人民警察。
吸毒与艾滋病传播密不可分。吸毒人员是艾滋病防治的重点高危人群。
表面看，这里和其他管教大队没什么两样，实际上，每一位民警都清楚肩负的责任有多么大，工作稍有闪失，就可能给自己和他人造成不可估量的伤害，给工作造成无法挽回的影响。面对每天可能出现的危险，他们默默坚守着，他们说：“这是我们的职责！困难再多，风险再大，总是要有人去做！”
刘某某自恃有艾滋病，民警拿他没办法，不参加集体活动，还向民警挑衅，口出脏话，气焰嚣张，是公认的最难啃的一块“骨头”。大队领导和民警轮流找他谈话，对他动之以情、晓之以理，却没有得到半句回应。但是，民警们却从他的眼神里看出了绝望、恐惧、愤恨的情绪，感受到在这张冷漠的脸庞下，隐藏着暴风雨来临前的沉寂。
果然，一天夜里，刘某某发难了。值班民警小章通过监控看到正在睡觉的他突然起身，用力拍打着门窗，歇斯底里地咆哮：“快点给我拿白粉，我要白粉！”
小章迅速走到楼道内查看详情，没想到刘某某恶狠狠地说：“你不给白粉，我现在就死给你看，反正我也活不长了！”闻声赶来的原大队长大张和民警小杨一同用言语制止其无理行为。但是，情绪失控的刘某某瞬间将床单撕开并打成结，快步登上洗漱室窗台企图上吊自杀，并威胁说：“谁进来我就咬谁，让你们都给我陪葬！”

回到办公室，大张思绪翻腾，不禁有些后怕。小章的孩子尚在襁褓中，小杨的孩子也还在牙牙学语，刘某某的牙龈在出血，如果真的一口咬下去，或者被他抓破了皮肤，毁的不只是我的好兄弟，更是一个个幸福的家庭啊！刹那间，他惊出了一身冷汗，不敢再往下想了，躺在床上辗转反侧。那是一个长长的不眠夜……
青泊洼强制隔离戒毒所三大队是全市唯一专门集中收容、收治男性艾滋病劳教人员和强制隔离戒毒人员的管教大队。15名民警中，最年长的53岁，最小的22岁。2006年筹建工作初期，对艾滋病感染者进行集中管理还是一个空白，面对上级领导的重托，他们立下军令状，以“拼命三郎”的劲头，很快摸索出一套依法管理与教育关爱相结合，行为养成与心理矫治相结合，医疗救治与戒毒康复相结合的教育矫治模式。用人格的力量和人间的温情，把法治精神和以人为本的理念，点点滴滴渗透到了管理、教育、生活的每一个细节。
受疾病影响，许多艾滋病人存在压抑、恐惧、悲观绝望等心理问题，具有自杀倾向的人员较多。“身体零距离，更要心灵零距离，要让感染者有尊严地接受教育矫治”。这是专管民警对工作提出的更高要求。按规定，每一位民警都配有防护服、防护手套等,以防突发事件导致的职业暴露。这些特殊装备只有在突发情况时才派上用场，更多的时候，他们为了拉近与艾滋病人员的距离，消除心理障碍，一般不会穿防护服，以免使艾滋病人员产生反感情绪。
面对艾滋病人员，管教民警长期在紧张、压抑、高危险的职业环境下工作，他们反倒成了“高危人群”。许多人都曾在夜里做过“被艾滋病毒感染”的噩梦。大多数民警至今还瞒着家人和朋友，不愿透露自己的工作。他们顾虑重重，是怕家人不理解，造成矛盾，不忍心让家人为他们担心，也害怕一旦亲朋好友知道了，会疏远自己。
这是多么艰难的工作，这是多么让常人难以理解的处境。为了帮助艾滋病患者戒毒，他们以人民警察的忠诚、信念和执著，默默无闻地奉献着，以求唤醒艾滋病人员对生命的渴望和重获新生的决心。
