美沙酮门诊7年来预防7000多名吸毒人员感染艾滋病

新华网北京6月24日电（记者吕诺）记者２３日从卫生部获悉，社区美沙酮维持治疗开展７年来，参加治疗的吸毒人员艾滋病新发感染率已明显下降，预防了7000多名吸毒人员感染艾滋病。
据中国疾控中心性病艾滋病预防控制中心主任吴尊友介绍，开展社区美沙酮维持治疗，是《中国遏制与防治艾滋病行动计划（2001-2005年）》中提出的。这项工作由卫生部牵头，与公安部、国家食品药品监管局三部门从2004年开始共同组织实施。目前，全国已经有708家美沙酮门诊，累计为30多万吸食海洛因的人提供美沙酮维持治疗，现在平均每个门诊有176个病人进行治疗，年保持率为70.9%。参加美沙酮治疗以后，吸毒人员艾滋病新发感染率已经由2005年的1%下降到现在的0.38/百人年，而未参加美沙酮维持治疗的吸毒人群在社区中的艾滋病感染率是2.07-9.96/百人年。
据吴尊友介绍，7年来，美沙酮维持治疗大约使得7500名接受治疗的吸毒人员获得了就业的机会，减少了海洛因消耗约41.8吨，减少毒品交易258.1亿元人民币，减少毒品相关违法犯罪行为530多万次。根据对中央和地方政府的投入情况以及毒品交易实际可能发生的费用作的测算，政府每投入1元人民币，可避免约21元的毒品交易以及由此引发的社会犯罪。
