中国将制订政策扶持社会组织参与艾滋病防治

新华网昆明６月２１日电（记者吕诺）中国卫生部部长陈竺２１日在昆明和参与艾滋病防治的社会组织代表座谈时表示，要制订促进社会组织参与艾滋病防治工作的指导性政策，鼓励、支持和规范社会组织参与艾滋病防治工作。
近年来，在各级政府部门、国际合作项目的支持下，参与艾滋病防治工作的社会组织特别是社区草根组织迅速增加。与会代表反映，社区草根组织容易深入接触特殊社会群体，工作方式灵活，效率较高，在健康教育、高危人群干预、随访、关怀救助等方面积极协助政府开展各项活动。
但是，这些组织也面临着资金短缺、组织发展不平衡等相关问题。
陈竺指出，社会组织已逐渐成为中国艾滋病防治工作中一支不可缺少的力量。希望各级卫生行政部门、疾控机构与社会组织之间加强沟通合作，在艾滋病防治工作中建立互助、互补、互利的合作关系。要通过培训、购买服务和技术支持等方式，加大对社会组织的支持力度，帮助提高其能力水平；希望社会组织能进一步加强自身能力建设，清楚自身定位和组织目标，发挥自身优势，积极与政府部门和疾控机构合作。
陈竺强调，在艾滋病防治工作中应确保包括社会组织在内的社会力量能够切实发挥作用；要加强社会组织参与艾滋病防治工作的能力建设，鼓励社会组织民政注册，不符合注册标准的鼓励挂靠，同时加强对挂靠组织的管理，从制度上保障社会组织开展工作的合法性；要重点支持直接为感染者和病人、易感染艾滋病行为人群提供基本服务的社区社会组织；要建立和完善社会组织参与防治工作的监督与考核体系。

Chen Zhu stressed that AIDS should be sure to include social organizations, including social forces can play an effective role; to strengthen community organizations in AIDS prevention and control capacity, and encouraging civil society organizations registered, do not meet the registration standards to encourage anchored at the same time strengthen the management of affiliated organizations, and guaranteed the legitimacy of the work of social organizations; to focus on supporting those infected and directly to patients, vulnerable populations with basic services, actions AIDS community-based social organization; to establish and improve the social organization involved in prevention work supervision and evaluation system.
