       近日，国家质检总局公布修改后的《口岸艾滋病预防控制管理办法》。新办法放宽了入境人员艾滋病申报要求，对在境外居住1年以上的中国公民入境后不再要求必须进行健康体检。
    新办法删除了原办法“检验检疫机构应当确认申报内容的真实性”条款，今后，患有艾滋病或者感染艾滋病病毒的入境人员，在入境时应当如实向检验检疫机构申报，但检验检疫机构不再确认其申报内容的真实性。
    新办法对在境外居住1年以上的中国公民入出境防疫措施进行了调整，不再规定必须进行健康体检。而2007年5月实行的《口岸艾滋病防治管理办法》规定，在境外居住1年以上的中国公民入境时应当到检验检疫机构设立的口岸艾滋病监测点进行健康检查或者领取艾滋病检测申请单，1个月内到口岸检验检疫机构或者县级以上的医院进行健康体检。同时，新办法依然维持了对申请出境1年以上的中国公民及在国际通航的交通工具上工作的中国籍员工的“严要求”，要求这部分群体申请出境时应当持有检验检疫机构或者县级以上医院出具的含艾滋病检测结果的有效健康检查证明。
    据了解，自去年4月国务院公布关于修改《中华人民共和国国境卫生检疫法实施细则》和《中华人民共和国外国人入境出境管理法实施细则》的决定后，我国不再明令禁止外国艾滋病患者入境。
