蒙自市全面推进艾滋病防治工作

云南网讯（记者石云 通讯员刘逢春）为进一步推动艾滋病防治工作的深入开展，蒙自市以综合防治示范项目为契机，采取措施，落实政策，全面推进艾滋病防治工作。
蒙自市的艾滋病疫情目前处于中度流行态势，特点是感染者基数大，传播途径由传统的吸毒经血传播逐步转变为经性途径传播，为了达到减慢疫情发展，蒙自市充分发挥成员单位的部门优势，调动各方面力度积极参与艾滋病防治工作。
为认真开展好艾滋病的工作，蒙自市专门成立了防艾委和防艾办，并安排专项行政编制3名，在各乡镇及成员单位专门设立防艾联络员，负责各乡镇艾滋病防治宣传工作及材料收集上报。为加强各单位防艾工作经验的交流，建立全市防艾工作QQ群，通过网络平台，发布信息，交流工作经验，每年与11个乡镇和20个成员单位层层签订责任书。为保障防艾工作的顺利开展，今年市财政划拔13.5万元作为艾滋病防治专项经费。
为有效提高全市的防艾知识知晓率，按照市委工作部署，蒙自市加大对宣传骨干队伍、高危人群、普通人群、专业技术人员共计454人进行艾滋病防治知识宣传培训。并对副科以上领导干部、团干、妇女干部及群众 、计生干部、新任公务员、劳动力转移输出人员、城市建筑工人、下岗再就业人员、娱乐场所业主、宾馆酒店服务员、校外青少年、辖区内的大中专学生、公安干警、红河工业园区企业管理人员、红河钢铁厂的职工等进行专项艾滋病防治知识培训，共计培训15000余人。在蒙自电视台进行相关的新闻报道23条，69次，在电视台《法制视野》栏目播出专题2部12次，播出防艾知识和公益广告360次，发放宣传资料20余万份，受教育人次20余万人次，接受群众咨询1万余人次，宣传覆盖25余万人，设置大型宣传广告牌5块，刷写宣传标语300余条，大力推荐艾滋病防治知识的普及，为开展防治工作打下了坚实的基础。
同时，蒙自市通过对欲婚人群体检、孕产妇产检、高危行为人群自愿咨询检测等方式，加大对普通人群的监测检查工作，全年共完成自愿咨询检测548例，孕产妇检测5015人，婚前保健人群接受咨询2980人；对居住在蒙自市城市建筑工人、暗娼、吸毒人群、孕产妇、欲婚人群，男男同性行为人群等9000余人进行了检测，并对检测为阳性的人员进行有效管理，有效遏制艾滋病在普通人群中再次传播。
以后，蒙自市将进一步强化信息沟通，加强艾滋病防治宣传力度。使全市城镇居民、农村居民、学生、校外青少年、流动人口、娱乐场所业主的艾滋病防治知识知晓率分别达到95%、90%、100%、85%、85%、95%； 加大对各乡镇、成员单位的艾滋病防治宣传工作的督导；加大感染者随访管理力度，切实有效管理传染源。今年将在全市11个乡镇全面开展艾滋病自愿咨询和检测工作；加大关怀力度，落实国家“四免一关怀”政策。对感染者及家庭开展关怀救助和支持服务，并对学龄儿童实行“两免一补”政策，切实落实国家对艾滋病感染者及其家庭的相关政策，为艾滋病的防治工作打下坚实的基础。
